It is unlawful for any person to alter, or cause to be altered,
any existing structure or portion thereof to change the number of
dwelling units on any parcel of land without first obtaining a building
permit specifically approving the change in number of dwelling units
on the parcel.

No dwelling unit shall be occupied by more than one (1) family,
plus not more than two (2) other persons, all living together in the
dwelling unit as a single housekeeping unit.
