There is established in accordance with Section 79.050, RSMo., the office of City Collector. Such Collector shall be appointed by the Board of Aldermen. Such duly appointed Collector shall begin immediately after the appointment has been approved.

Before entering upon the discharge of his/her duties, the Collector shall take the proper oath of office and in addition, shall execute to the City a bond with corporate surety for the faithful performance of his/her duties in the sum of twenty thousand dollars ($20,000.00). The bond shall be safely filed and recorded by the City Clerk.
A. 
The Collector shall perform all the duties specified in this Code and shall perform such other duties as may be directed by the City Clerk and/or Mayor.
B. 
Compensation. The City Collector shall receive as compensation for his/her services a fee or percentage, as may be fixed by ordinance.

A. 
The following shall be the duties of the City Collector:
1. 
To collect all monies due the City including taxes levied by law, utility bills, fees for licenses and any and all other taxes, fees and charges whatsoever, except the collection of monies from Municipal Court.
2. 
To make daily deposits of all funds received in such depository and account as designated by the Board of Aldermen.
3. 
To report to the Board of Aldermen, at the first (1st) regular meeting of each month, the monies collected and deposited to the various accounts during the prior month.
4. 
To keep a full set of books relating to the collection and deposit of all funds in such form as prescribed by the Board of Aldermen. Such books shall always be available to the Board of Aldermen and their authorized accountants.
5. 
To prepare and issue all licenses, including animal and vehicle, required by the City and to take receipts for all such license fees.
6. 
To attend regular meetings of the Board of Aldermen.
7. 
At the first (1st) regular meeting of the Board of Aldermen in April of each year, to make a detailed report stating the amount of personal and real property taxes collected for the previous year, together with the amount uncollected and the names of the persons from whom he/she failed to collect and the causes therefor.
8. 
To take City utility customer applications for service and disconnects in the manner prescribed by ordinance and to issue all work orders in connection therewith.
9. 
To process and timely deposit with the U.S. Post Office all mailings issued from City Hall.
10. 
At the expiration of his/her term, or if he/she resigns, be removed from office, or die, to immediately make a complete settlement of his/her accounts with the Board of Aldermen and deliver to his/her successor in office all records and matters pertaining thereto.
The Collector shall, annually, at such times as may be designated by ordinance, make a detailed report to the Board of Aldermen stating the various monies collected by him/her during the year, and the amounts uncollected, and the names of the persons from which he/she failed to collect and the causes therefore.
The Mayor may appoint a Deputy Collector to be approved by the Board of Aldermen and when such Deputy Collector shall have taken and subscribed to the oath provided by this Code, he/she shall possess all the qualifications and powers and be charged with the same duties as the Collector.

The City Collector shall have his/her office located in the City Hall and perform his/her duties at City Hall during all normal business hours and at such other times as may be prescribed by the Board of Aldermen.
