There is hereby established the office of Court Clerk for the City of Granby Municipal Division of the Newton County Circuit Court.
The Court Clerk shall be appointed by the Mayor with the consent of a majority of the members of the Board of Aldermen to serve for an unspecified term at the will of the Mayor and Board of Aldermen.
The position of Court Clerk shall be a part-time position. The Court Clerk shall attend all sessions of the Granby Municipal Division of the 40th Judicial Circuit Court and may be required to be present at the Granby City Hall to perform the duties of the office at such additional times as the Mayor or Board of Aldermen may specify. Compensation for the Court Clerk shall be established by ordinance from time to time.

A.
The Court Clerk's duties shall include the following:
1.
To prepare and maintain the Municipal Court docket;
2.
To log and file all tickets, information, complaints, summonses, bonds, bond receipts and reports;
3.
To prepare all warrants, summonses, bonds, bond forfeitures and notices pertaining to same;
4.
To receipt and account for all bonds, fines, costs or other monies paid to the Municipal Court;
5.
To deliver monies collected in Court to the City Collector for deposit into appropriate City accounts;
6.
To maintain and respond to all correspondence directed to the Municipal Court;
7.
To prepare and forward to the Missouri State Highway Patrol who then forwards to the Director of Revenue all records of moving violations as required by law;
8.
Prepare CVC report and check to the Missouri Department of Revenue. Prepare POST Report and check to the State Treasurer. Prepare LET check to the Police Dept. Training Fund and give to the City Collector for deposit. All of these are due by the 20th of each month;
9.
To serve as the Violations Clerk for the Granby Municipal Division of the 40th Judicial Circuit Court and receive entries of appearance, waivers of appearance, pleas of guilty, and payments of fines and costs in accord with the laws of the State of Missouri and the rules of the Circuit Court for Newton County;
10.
To perform such other duties as may be directed by the Judge of the Municipal Division and/or City Attorney;
11.
To take oath and affirmations;
12.
Sign and issue subpoenas requiring the attendance of witnesses and sign and issue subpoenas duces tecum;
13.
Accept the appearance, waiver of trial and plea of guilty and payment of fine and costs in Violations Bureau cases or as directed by the Municipal Judge; generally act as Violations Clerk of the Violations Bureau;
14.
Perform all other duties as provided for by ordinance, by Rules of Practice and Procedure adopted by the Municipal Judge and by the Missouri Rules of Practice and Procedure in Municipal and Traffic Courts and by State Statute;
15.
Maintain, properly certified by the City Clerk, a complete copy of the ordinances of the City of the municipality which shall constitute prima facie evidence of such ordinance before the Court. Further, to maintain a similar certified copy on file with the Clerk serving the Circuit Court of this County;
17.
Order Missouri Uniform Citations from the Missouri State Highway Patrol and account for all numbers for the State Auditor of Missouri;
18.
File-stamp date all motions from attorneys;
19.
Obtain jail inmate lists, outstanding warrant checks and verifications, inmate costs and monthly arrest logs. Then verify annual jail invoice from the Newton County Sheriff;
20.
Track inmates' length of imprisonment for the Judge so a decision may be reached to change the bond status in order to reduce the length of stay and jail costs; then FAX the Judge's decision to the Newton County Jail;
21.
Coordinate requests from outside agencies for open and closed records, i.e., military, Department of Corrections, etc. in accordance with the Missouri Sunshine Law;
22.
Maintain copies of police reports for monthly court sessions and destroy when the case is closed;
23.
Attend ten (10) hours of seminars annually in order to retain accreditation as a Certified Court Administrator;
24.
Arrange for court translators as necessary;
25.
Arrange for prisoners to be transported from the Newton County Jail to the monthly court sessions;
26.
Process Fingerprint OCN's (Offense Cycle Numbers) to the Missouri State Highway Patrol Criminal Records and Identification Division; and
27.
To prepare jail commitments and releases, payment contracts, bail holds and releases, suspension notices, NRVC's, change of judge, jury trial and trial de novo requests, warrant list, SIS-PROB-DEFER list, bonding schedule, etc.
The City provides a blanket bond for six (6) employees besides the City Clerk, Mayor and City Collector.
