There is hereby established a Community Building Board consisting of seven (7) members who shall operate, supervise, regulate and maintain the use, maintenance and operation of the City's Community Building for the benefit of City inhabitants and for the purpose of their recreation and enjoyment.

No less than four (4) members of the Board shall reside within the City limits of Granby. No more than three (3) members of the Board shall reside outside the City limits. All Board members must be served by the Granby Telephone Company 472-Exchange.

The City Board of Aldermen shall appoint seven (7) members to the Board, chosen at large with reference to their fitness for such office and no members of the municipal government shall be a member of the said Board. The members shall hold office for three (3) years. The Board of Aldermen shall appoint successors for the retiring members, who shall hold office for three (3) years until their successors are appointed. The Mayor may, by and with the consent of the Board of Aldermen, remove any Board member for misconduct or neglect of duty.

Vacancies in the Board, occasioned by removal, resignation or otherwise, shall be referred to the Board of Aldermen and be filled in like manner as original appointments, and no Board member shall receive compensation as such.

The said Board shall make, on or before the second (2nd) Monday in March, an annual report to the Board of Aldermen stating the condition of the building and of the various funds as of the first (1st) day of March of that year, the various sums of money received and how such monies have been expended and for what purposes, with such other statistics, information and suggestions as they may deem of general interest. All such portions of such report as relate to the receipt and expenditure of money shall be verified by affidavit.

The said Board members shall immediately after their appointment, meet and organize by the election of one (1) of their number, President, and by election of such other officers as they may deem necessary. They shall make and adopt such bylaws, rules and regulations for their guidance and for the operation and maintenance of the Community Building as may be expedient, not inconsistent with the ordinances of the City of Granby and not inconsistent with the general welfare of City inhabitants. Said Board shall set such fees as they deem appropriate to be charged for the use of such building and they shall have exclusive control of the expenditure of all money so collected, so long as such funds are used exclusively for the improvement, care and custody and supervision of such building. All monies received shall be deposited in the Community Building Board Account, to be administered by such Board.

Any person desiring to make donations of money or personal property of any kind for the benefit of such Community Building shall have a right to make such donation directly to the Community Building Board to be held in control by such Board when accepted according to the terms of such gift; and to such property, the said Board shall be held and considered to be the special trustees.
