The Community Enhancement Committee will be chaired by a Council representative, appointed by the Mayor and confirmed by the City of Granby Board of Aldermen. The committee will consist of six (6) members. Five (5) members are nominated from their respective associations: Community Building Board Committee, Ballpark Committee, Economic Development Committee, Granby Historical Society, local business owner, and one (1) member at large from the community. Members are appointed by the Chair of the Community Enhancement Committee and confirmed by the City of Granby Board of Aldermen.

A. 
The committee shall meet monthly at the time and place specified by the call of the Chairman. Four (4) members in attendance shall constitute a quorum for the transaction of official business.
B. 
It shall be the duty of the Chairman of the Community Enhancement Committee to cause to be kept detailed minutes of the proceedings of the committee and to file a copy of the minutes with the City Clerk within seventy-two (72) hours after the conclusion of the meeting.

At the first (1st) regular meeting of the Board of Aldermen after the City election each year, or as soon thereafter as possible, the Mayor shall appoint the above-named standing committee subject to the approval of the Board of Aldermen, which committee shall continue until the next regular annual organization of the Board of Aldermen, unless abrogated in the manner hereinafter specified.

A. 
The standing committee herein provided for shall be subject to change by the Mayor with the consent of the Board of Aldermen at any time during the term of their existence, if deemed necessary for the public good; and if any vacancy shall occur on any committee, for any reason, the same shall be filed in the same manner as original appointments are made. The standing committee duties shall be as follows:
1. 
Promote enhancement programs through neighborhoods, civic organizations and associations, the businesses of the area and environmental groups that have or will have an interest in enhancing the community.
a. 
Improvement to, or increase in, recreational areas and programs.
b. 
Improvement in the safety of the area.
c. 
Improvement of the appearance, cleanliness or environmental quality of the area neighborhoods.
d. 
Benefits to youth and senior citizens.
e. 
Benefits to low-income persons.
f. 
Recycling opportunities.
2. 
Solicit, select and implement project proposals from the various groups mentioned above.
3. 
Solicit funds for projects on an annual basis.
4. 
Evaluate performance of projects and prepare an annual report.
5. 
Solicit public review and comment pertinent to enhancement programs.

Any member of the Community Enhancement Committee that misses two (2) consecutive meetings, without prior notice to the Chairman, shall forfeit his/her seat on said committee.
