A. 
Old Mining Town Days is held on the weekend of July fourth (4th). If the fourth (4th) falls during the week, O.M.T.D. will be the weekend before the fourth (4th). Events begin at 4:00 P.M. Friday and retire at twelve Midnight (12:00 A.M.) on Sunday evening.
B. 
A committee of five (5) members shall be appointed by the Mayor with the approval of the Board of Aldermen.
1. 
The Parks and Recreation Director shall be the first member appointed by the Mayor and shall serve as the Chairman of the Committee. It shall meet at the times and places specified by the call of the Chairman or of a call by the Mayor. Three (3) members in attendance shall constitute a quorum for the transaction of official business.

It shall be the duty of the Chairman of the O.M.T.D. Committee to cause to be kept detailed minutes of the proceedings of the Committee and to file a copy of the minutes with the City Clerk within seventy-two (72) hours after the conclusion of the meeting.
C. 
At the first (1st) regular meeting of the Board of Aldermen after the City election each year, or as soon thereafter as possible, the Mayor shall appoint the above-named standing committee subject to the approval of the Board of Aldermen, which committee shall continue until the next regular annual organization of the Board of Aldermen, unless abrogated in the manner hereinafter specified.
D. 
The standing committee herein provided for shall be subject to change by the Mayor with the consent of the Board of Aldermen at any time during the term of their existence, if deemed necessary for the public good; and if any vacancy shall occur on any committee for any reason, the same shall be filled in the same manner as original appointments are made. The standing committee's duties shall be as follows:

The O.M.T.D. Committee will have full control of all activities and concessions within the City limits of Granby during the three (3) day event (that pertains to O.M.T.D.). Any person wishing to sell or advertise during this period must be approved by the O.M.T.D. Committee.
2. 
An agreement would be signed and dated by the Committee Chairman and the vendor. The O.M.T.D. will now charge a concession or booth rental fee, the requiring fee to be paid in advance effective with the 2001 celebration. No raffles (other than those held at O.M.T.D. information booth) will be allowed in Dick Smith Park, except with the permission of the O.M.T.D. Committee. Raffles may be held at other areas of the City with the understanding that fifteen percent (15%) is due to O.M.T.D.
3. 
Maintain a detailed accounting of revenues and expenses and provide a copy of such accounting to the Board of Aldermen at the first (1st) regular meeting of the Board of Aldermen in September of each year.
4. 
The Chairman of the Committee shall interface with the Mayor and Board of Aldermen on matters requiring Board of Aldermen approval.

E. 
It shall be unlawful for any person or persons to possess, distribute or imbibe alcoholic beverages in any part of Dick Smith Park during O.M.T.D. celebrations. Violation of this Subsection (E) shall constitute a misdemeanor punishable by a fine of not more than one hundred dollars ($100.00).
F. 
If at any time, for whatever reason, an O.M.T.D. Committee resigns or cannot oversee the upcoming three (3) day event, then City personnel will be in charge of said three (3) day event. In the event the City takes over the event, all monies and paperwork from the previous committee will be turned over to the City immediately.
