The Police of the City may be appointed in such numbers, for such times and in such manner as may be prescribed by ordinance. They shall have power to serve and execute all warrants, subpoenas, writs or other process and to make arrests in the same manner as the Chief of Police. They may exercise such powers in areas leased or owned by the municipality outside of the boundaries of such municipality. The Chief of Police and Policemen shall be conservators of the peace and shall be active and vigilant in the preservation of good order within the City.

A. 
No member of the Police Department shall serve as an officer until he/she has reached his/her twenty-first (21st) birthday. No person shall serve in the Police Department unless he/he maintains a telephone at his/her place of residence and a thirty (30) minutes response time to the City.
B. 
A member of the Police Department must meet the minimum training and certification requirements defined in Chapter 590, RSMo.

The Police Personnel Board shall review all applications and resumes and may give examinations to chosen candidates for appointments to the Police Department. The Chief of Police may give examinations for promotions within the Police Department and submit names to the Mayor and Board of Aldermen for their approval.

In case of extreme emergency or in times when public safety may require it, special Police Officers may be appointed by the Mayor and such officers shall be discharged as soon as the emergency calling for their appointment ceases to exist. Special officers shall receive as compensation seven dollars fifty cents ($7.50) per hour.

The Chief of Police in the discharge of his/her duties is subject to the orders of the Mayor and Board of Aldermen only. All other members of the Police Department are subject to the orders of their superior in the Police Department.

The Chief of Police may suspend (with or without pay), demote or discharge for misbehavior or inappropriate action any officer of the Police Department.

Any person having a complaint against any officer of the Police Department shall make the complaint to the Chief of Police or the Mayor. Any person having a complaint against the Chief of Police shall make it to the Mayor in writing to be held in confidence until the next meeting of the Board of Aldermen. The Mayor and the Board of Aldermen shall be obligated to investigate the complaint and take such action as is warranted.

No person shall be appointed Police Patrolman until he/she shall have first served a period of ninety (90) days as probationary Patrolman. At any time during the ninety (90) day period he/she shall be subject to dismissal from the Police Department.

Any member of the Police Department promoted to a higher rank shall serve a period of six (6) months probation in his/her new rank. During this six (6) month period he/she may be reduced to his/her rank prior to promotion with cause.

No full-time officer of the Police Department, except as approved by the Chief of Police, shall engage in or receive compensation for any work or occupation or profession in addition to his/her duties as an officer of the Police Department.

Every member of the Police Department who is commissioned as an officer shall have power at all times to make or order arrests with proper process for any offense against the ordinances of the City and to keep the offender in proper custody to prevent his/her escape until a trial can be had before the proper officer, unless the offender shall give good and sufficient bond for his/her appearance for trial, and shall have power to make arrests without process in all cases in which any offense shall be committed in his/her presence. Every member of the Police Department is empowered to serve and execute all warrants, subpoenas, writs and other process issued by the Municipal Judge at any place within the County.

A. 
The Chief of Police and personnel of the Police Department shall be conservators of the peace within the City and shall patrol on such beats and at such times as may be designated by the Chief of Police and shall continuously be on the alert, vigil and active in the prevention of crime and shall maintain and preserve order and peace of the City and:
1. 
To perform all duties as required and prescribed by law; to inquire into all violations of City ordinances and State law and assist in prosecution of all persons guilty thereof.
2. 
To execute all orders of process issued by the Mayor, Municipal Judge or other officer of the City having the authority to issue same and to make return thereof according to law.
3. 
To attend all sessions of the Municipal Court and to execute all process and orders of the same.
4. 
To give, in writing, to the Board of Aldermen at each first (1st) regular meeting thereof a copy of his/her activities log for the preceding period. To attend, except in case of an emergency, all regular meetings of the Board of Aldermen and to serve all notices when directed to do so by the Mayor and Board of Aldermen.
5. 
To cause to be abated or removed, in the manner provided by law, any nuisance within the City.
6. 
To be active and vigilant in preserving the peace and good order of the City and perform all other duties required of him/her by law and the various provisions of the Article.
7. 
To be responsible for accurate record keeping of the uniform citations that are assigned to the Police Officers and then issued.
8. 
To be responsible for an indexing of the complaints that have been filed to insure that they are properly addressed.
9. 
To be responsible for keeping an inventory of Police equipment and insure that all items are accounted for.
10. 
To be responsible for keeping a proper inventory of evidence that has been confiscated and to account for it.
11. 
To evaluate subordinates and give periodic reports to the Mayor of their job performance in regard to report writing, attendance in court, demeanor in public, the number of cases assigned and investigated and the number of complaints which have been followed up on.
12. 
To patrol primarily within the City of Granby. Whenever in the course of his/her duties it is necessary that he/she leave the City limits of Granby, he/she shall keep a log stating the date, duration of the trip and the reason for the trip. This log shall be available, upon request, to the Mayor and the Board of Aldermen.
13. 
To conduct himself/herself in a professional and civil manner, to not loiter while on duty and to confer at the beginning of his/her shift with the officer who is going off duty and to confer at the end of his/her shift with the officer who is coming on duty.
14. 
While operating a City-owned police vehicle, all Police Officers will log into the City's Automatic Vehicle Locating System (AVL). The officer will log on when their shift starts and will log off when their shift ends.

The compensation for members of the Police Department shall be set by a majority vote of the Board of Aldermen.

The Board of Aldermen of the City may by ordinance enter into a contract or agreement with any other political subdivision for the provision of Police services by one political subdivision to another on request as provided for in Section 70.815, RSMo. The terms "Chief of Police", "Police", "Policemen" and "Police Department", as used herein, shall refer to Law Enforcement Officers of the contracting entity.
