A. 
New connections to the sewer collection system shall be made by licensed plumbers and/or contractors who are the holders of a license to do business in the City of Granby, Missouri. The City shall maintain an "approved contractors" list of contractors eligible to make connections to the sewer collection system. All costs and expenses relating to the installation shall be borne by the owner.
B. 
No residence shall be connected to the sewer collection system until it has been determined that the residence in question is individually metered by the City of Granby Water Department.
C. 
Requests for new connections to the sewer collection system must be made to the City Clerk or other persons designated by the Board of Aldermen and a connection inspection fee of fifty dollars ($50.00) paid in advance.
D. 
The City Water/Wastewater Superintendent, or a qualified City employee, will make an on-site inspection before and after the connection is made.
E. 
None of the connecting lines shall be covered until a representative of the City, as defined in Subsection (D), shall have made a final inspection of the sewer connection.
F. 
Under special circumstances, the City may elect to perform the work associated with the tapping of the sewer collection main. In this event the fifty dollar ($50.00) connection-inspection fee will still apply and the customer will be billed for all time and materials required for the connection. The rate of billing shall be two and one-half (2½) times the hourly rate of the employees assigned to the work plus an hourly equipment rate of thirty-seven dollars fifty cents ($37.50) per hour for one (1) backhoe and truck.
G. 
Disconnects and reconnects and collection of sewer and water service shall be administered according to the guidelines defined in Section 705.040 of Chapter 705. Non-payment of either water or sewer fees shall constitute a delinquency and be subject to the reconnect fee of fifty dollars ($50.00) in addition to other utility reconnect fees.

H. 
It shall be a misdemeanor for any person to tamper with any sewer line, water main, water mater, gas line, gas meter, or to make any connection to the City utility systems without written permission from the City. No person shall reconnect service when said service has been disconnected for non-payment of a bill for services until such bill, including the reconnection charge, in addition to other utility fees, have been paid.

A. 
No new private sewer systems shall be constructed within the City of Granby after December 23, 1986, which do not conform to the standards and guidelines for such systems as established by Missouri Clean Water Commission and Department of Natural Resources.
B. 
No connection shall be made to any existing private sewer system which adds to such system a separate residence, whether new or existing, not connected to such system as of December 23, 1986.
C. 
City utilities of water shall not be connected to any new or added residence which is in violation of the above provisions.
