The following rules and regulations are hereby adopted to govern the building sewer services furnished by the property owner in a uniform manner for the benefit of the sewer users. Sewer specifications are subject to change via new regulations and all such changes must be approved by the State Director of the Farmers Home Administration, United States Department of Agriculture, or his/her successor, as long as the municipality of Granby, Missouri, has unpaid obligations which are held by or insured by the United States of America.

Unless the context specifically indicates otherwise, the meaning of terms used in this Article shall be as follows:
APPLICANT
Any individual, firm, partnership, corporation, or other agency owning land within the municipality applying for sewer service.
BOARD
The Board of Aldermen of the City of Granby, Missouri.
BUILDING DRAIN
That part of the lowest horizontal piping of a drainage system which receives the discharge from soil, waste, and other drainage pipes inside the walls of the building and conveys it to the building sewer, beginning five (5) feet (1.5 meters) outside the inner face of the building wall.
BUILDING SEWER
The extension from the building drain to the public sewer or other place of disposal.
COMBINED SEWER
A sewer receiving both surface runoff and sewage.
INDUSTRIAL WASTES
The liquid wastes from industrial manufacturing processes, trade or business as distinct from handling, storage and sale of produce.
INSPECTOR
The person or persons duly authorized by the Board of Aldermen to inspect and approve the installation of building sewers and their connection to the public sewer system.
MUNICIPALITY
The City of Granby, Missouri.
NATURAL OUTLET
Any outlet into a watercourse, pond, ditch, lake, or other body of surface or ground water.
PERSON
Any individual, firm, company, association, society, corporation or group.
PUBLIC SEWER
A sewer in which all owners of abutting properties have equal rights and is controlled by public authority.
SANITARY SEWER
A sewer which carries sewage and to which storm, surface, and ground waters are not intentionally admitted.
SEWAGE
A combination of the water-carried wastes from residences, business buildings, institutions and industrial establishments, together with such ground, surface, and stormwaters as may be present.
SEWAGE TREATMENT PLANT
Any arrangement of devices and structures used for treating sewage.
SEWAGE WORKS
All facilities for collecting, pumping, treating and disposing of sewage.
SEWER
A pipe or conduit for carrying sewage.
SHALL
Is mandatory; MAY: Is permissive.
STATE DIRECTOR
The State Director of the Farmers Home Administration for Missouri, United States Department of Agriculture, or his/her successor.
STORM DRAIN (Sometimes termed "STORM SEWER")
A sewer which carries storm and surface waters and drainage, but excludes sewage and industrial wastes, other than unpolluted cooling water.
SUPERINTENDENT
The Superintendent of the Municipal Sewer Works (Water Superintendent) of the City of Granby or his/her authorized deputy, agent or representative.

A. 
It shall be unlawful for any person to construct any building sewers of any material other than PVC pipe and fittings with rubber-gasketed connections. Pipe and fittings shall conform to ASTM 3034, cell classifications of either 12454B or 12454C, and shall be SDR 35. All connections shall be watertight.
B. 
It shall be unlawful for any person to lay building sewers at a slope less than two degrees (2°), minimum of one-fourth (¼) inch of fall per foot in length, unless approved by an approved engineering company. All bends shall be forty-five degrees (45°) or less; no ninety degree (90°) bends will be allowed. Turns of ninety degrees (90°) shall be accomplished by using two (2) forty-five (45°) degree bends. Cleanouts should be installed in building sewers at a maximum spacing of two hundred (200) feet.
C. 
It shall be unlawful for any person to construct a building sewer without proper bedding. In a rock trench building sewers shall be cushioned below with a four (4) inch thick bed of crushed stone with maximum grain size of three-quarter (¾) inch. Where rock is not encountered, a crushed stone cushion extending four (4) inches below the pipe is recommended. In all cases, a cover of four (4) inches of crushed stone over the pipe is recommended.
D. 
All building sewers shall be a minimum of four (4) inches in diameter from the building to the public sewer.
E. 
All building sewers shall be inspected by a City-appointed inspector prior to backfill or covering of work. It is the property owner's responsibility to notify the City Inspector at least twenty-four (24) hours in advance of when the line is ready for inspection.

All existing residences and businesses shall be connected at the building sewer connection installed during construction of the sewer system. Each residence and/or business shall contact the City public works, Water Superintendent or City Hall for location of the connection. New residences and businesses shall be connected by having the City Water Superintendent, or other designated City employee, tap the sewer mains at an appropriate location and install a saddle wye. The saddle wye shall be attached to the sewer main with two (2) stainless steel clamps and shall have a watertight connection. Tapping of the sewer main shall be done by a City water/wastewater employee for the public works, Water Department of the City of Granby, Missouri, at a fee of fifty dollars ($50.00).

The property owner or his/her agent shall make application on a special form furnished by the City of Granby. The permit application shall be considered pertinent to the judgment of the public works, Water Department. A permit and inspection fee of ten dollars ($10.00) for a residential or commercial building sewer permit and fifteen dollars ($15.00) for an industrial building sewer permit shall be paid to the City of Granby at the time the application is filed.
