There is hereby established the position of a Purchasing Agent.
The Purchasing Agent shall serve at the pleasure of the governing body.
The Purchasing Agent shall be appointed to the position by nomination of the Mayor with the advice and consent of the Council of the Borough of Palisades Park.
The annual salary for the Purchasing Agent shall be established and fixed by the Mayor and Council of the Borough of Palisades Park through its annual salary ordinance,[1] except for the year 2013: he/she shall not be compensated.

It shall be the duty of the Purchasing Agent to be assigned the authority, responsibility and accountability for the purchasing activity for the Borough, to prepare public advertising for bids and to receive bids for the provision or performance of goods and services on behalf of the Borough and to award contracts permitted pursuant to Subsection A of Section 3 of P.L. 1971, c. 198 (N.J.S.A. 40A:11-3), and conduct any activities as may be necessary or appropriate to the purchasing function of the Borough.
No person may be appointed as a Purchasing Agent unless that person has a qualified purchasing agent certificate pursuant to N.J.S.A. 40A:11-9. In addition, the person shall:
A. 
Be a resident of this state during the term of appointment.
B. 
Be a citizen of the United States.
C. 
Be of good moral character.
D. 
Not have been convicted of any offense involving dishonesty or which would make the person unfit to perform the duties of his office.
E. 
Meet all the qualifications necessary to achieve the qualified purchasing agent certification certificate.
The Purchasing Agent need not be a resident of the Borough of Palisades Park.
The Purchasing Agent may be full time or part time in the discretion of the governing body.
