All dogs within the Township limits must have an Allegheny County
dog license for the current year.
No vicious, dangerous, ferocious dog or dogs sick with or liable
to communicate hydrophobia or other contagious or infectious disease
shall be permitted to run at large in the Township.
No dog shall be permitted to run at large in the Township between
the first day of April and the first day of October of each year,
and no vicious dog shall be permitted to run at large at any time.
It shall be the duty of the registered owner of every dog to keep
the same safely and securely muzzled.
Any dog found in the Township either without a license or running
at large under conditions set forth above is hereby declared to be
a nuisance and shall be impounded as hereinafter provided.
A. The Chief
of Police of the Township or any other person designated by the Township
Commissioners as a dog catcher is hereby charged with the duty of
impounding all dogs running at large in violation of the provisions
of this article.
B. All dogs
impounded may be kept at a place either designated by the Township
Commissioners for such purpose within the Township, or the Commissioners
may designate a pound in another municipality where the said dogs
may be kept until redeemed by their owners or disposed of in accordance
with the provisions of this article.
C. The owner
or owners of any dogs impounded hereunder may redeem the same by paying
all the costs, charges and penalties assessed, if any, that have accrued
up to the time of making the redemption, and when the same are paid
to said poundkeeper or any representative thereof, it shall be his
duty and he shall release the dog from said pound or any other place
where the dog is being kept and deliver him to the owner thereof.
D. Any dog
not redeemed within 10 days after impounding or any dog designated
by the poundkeeper or the authorities of the Township as a vicious
dog may be destroyed by the poundkeeper or the Chief of Police.
Whenever any dog bites a person, the owner of said dog shall
immediately notify the Chief of Police, who shall order the dog held
on the owner's premises or shall have it impounded for a period of
two weeks. The dog shall be examined immediately after it has bitten
anyone and again at the end of the two-week period. If at the end
of two weeks the veterinarian is convinced that the dog is then free
from rabies, the dog shall be released from quarantine or from the
pound, as the case may be. If the dog dies meanwhile, its head shall
be sent to the State Department of Health for examination of rabies.
Any person violating any provision of this article may be fined
up to $100 for each offense thereof.

No person shall keep or harbor any dog, cat, or other animal
in the Township so as to create offensive odors, excessive noise or
unsanitary conditions which are a menace to the health, comfort or
safety of the public or otherwise permit the commission or existence
of a nuisance as defined herein.
Any dog, cat or other animal which, by frequent and habitual
barking, howling, screeching, yelping or baying or in any way or manner,
disturbs the quiet of any person or the community or which disturbs
or endangers the comfort, repose or health of persons is hereby declared
to be committing a nuisance. No owner or person having custody of
such animal shall harbor or permit it to commit such a nuisance.
Any dog, cat or other animal which scratches, digs or defecates
upon any lawn, tree, shrub, plant, building or any other public or
private property, other than the property of the owner or person in
charge or control of such animal, is hereby declared to be a nuisance.
No person being the owner or in charge or control of any dog,
cat or other animal shall permit such animal to commit a nuisance
on any school grounds, city park or other public property or upon
any private property other than that of the owner or person in charge
or control of such dog, cat or other animal without the permission
of the owner of such property. Where the owner or person in charge
or control of such animal immediately removes all feces deposited
by such animal and disposes of the same in a sanitary manner, such
type of nuisance shall be considered abated.
Persons with defective eyesight or hearing while relying upon
a dog specifically trained for these purposes shall be exempt from
compliance with this article.
Any person violating any provision of this article shall, upon
conviction thereof, be sentenced to pay a fine of not more than $100,
and costs of prosecution, for each offense thereof.

No person shall knowingly, purposely or intentionally feed deer,
cause deer to be fed or provide food to deer in the Township on any
public or private property. This prohibition includes, but is not
limited to, disbursement of food on the ground, at a feeding station,
a feeding device, or in a container of any form; providing salt or
mineral lick/block; or any other means which serves to provide feed
or results in the attraction of any deer in the Township. This prohibition
shall not include live vegetation such as ornamental landscaping,
flowers, trees, vines or vegetable gardens. This prohibition shall
also not apply to licensed veterinarians, Animal Control Officers,
or county, state or federal game officials who in the course of their
duties have deer in their custody or management.

Any person, firm or corporation who violates a provision of §
123-13, or who fails to comply therewith, or with any of the requirements thereof, shall be, upon conviction thereof, sentenced to pay a fine or not less than $300 nor more than $1,000 for each violation, plus court costs and costs of prosecution, and, in default of payment of said fine and costs, to imprisonment to the extent permitted by law for the punishment of summary offenses. A separate offense shall arise for each day or portion thereof in which a violation is found to exist. The Township may also commence appropriate actions in equity or other to prevent, restrain, correct, enjoin or abate violations of §
123-13.
