There is hereby created a Board consisting of four (4) members thereof known as the "Dexter Cemetery Board".

Said Board shall consist of four (4) members, two (2) of which shall be members of the Board of Aldermen of this City and two (2) shall be citizens of the City of Dexter.

The two (2) members of said Board who are Aldermen of this City shall be appointed for a term of two (2) years and said term shall be staggered and shall serve until their terms expire or their successors have been appointed. The two (2) members of said Board who shall be citizens of the City shall serve terms of four (4) years and said terms shall be staggered.

Said members shall be appointed by the Mayor of this City and such appointments shall be approved by a majority vote of the Board of Aldermen.

Said Board shall have the supervision and control over the management and affairs of the Dexter Cemetery and shall have the power to promulgate rules and regulations for the management, upkeep, control and operation thereof, subject to the will of the Board of Aldermen of this City. The revenue from the sales of graves and grave openings shall be deposited to the general fund account and all disbursements shall be made from the City of Dexter Street Department.

Said Board may organize by its selecting one (1) of its members to act as President or Chairman and one (1) member of said Board as Secretary who shall keep the minutes and records of the proceedings of said Board. The City Treasurer shall act as its Treasurer. All checks drawn against the Cemetery Fund aforesaid shall be signed by the President and countersigned by the Treasurer.

All tombstones erected and installed in the City Cemetery in the City of Dexter, Missouri, shall have footings of not less than four (4) inches in height and shall be buried so that the top of such footings shall not extend above the surface of the ground.

It shall be unlawful for any person to bury a casket in a permanent concrete or metal exterior container, the design of which has been previously approved by the Cemetery Committee of the City of Dexter, Missouri.

It shall be unlawful for any person to plant trees, shrubs or flowers or erect fences or any structure other than a headstone or a foot marker at the Dexter City Cemetery except that mausoleum crypts will be allowed on lots designated for that purpose by the Dexter Cemetery Board.

A. 
It shall be unlawful to place any glass bottle, vase or other glass container in the Dexter Cemetery.
B. 
Containers for ground-level floral arrangements are restricted to plastic floral cones. Floral cones shall be placed at a distance not to exceed six (6) inches from the base of any headstone.
C. 
Any person who violates this Section may be punished by a fine not exceeding five hundred dollars ($500.00), by imprisonment in the City or County Jail for up to ninety (90) days, or by both such fine and imprisonment as provided in Section 100.220 of the City Code.

A. 
The charges for spaces at the City Cemetery shall be as follows:
1. 
Grave lots: two hundred dollars ($200.00).
2. 
Mausoleum lots: six hundred seventy-five dollars ($675.00).
The purchase of such a cemetery lot shall be evidenced by a deed from the City of Dexter to the purchaser.
