A. 
Except as otherwise exempted in this Section, no wall, structure, building or part thereof shall hereafter be built, enlarged or altered within the corporate limits of the City until a plan of the proposed work, together with a statement of the materials to be used, shall have been submitted in writing, in duplicate, to the Building Inspector or any other designated City Official who shall, in accordance with the provisions herein contained, issue a permit for the proposed construction. The proposed construction authorized by said permit must commence within sixty (60) days of the date the permit was issued and in the event construction is not commenced within said sixty (60) day period, such permit shall be void and of no effect. The period to commence construction may be extended for one (1) additional sixty (60) day period if a written request is received by the City prior to the expiration of the initial sixty (60) day period. The permit herein required shall be made in duplicate and in such form as may be adopted by a resolution of the Board of Aldermen and one (1) copy thereof shall be kept on file by the City Clerk.
B. 
For construction projects estimated to cost three hundred thousand dollars ($300,000.00) or less, permits shall be valid for a period of six (6) months from the date of issuance. For construction projects estimated to cost more than three hundred thousand dollars ($300,000.00), a permit shall be valid for a period of twelve (12) months from the date of issuance.
C. 
The Building Inspector or other designated City Official may grant one (1) sixty (60) day extension for projects with an estimated cost of three hundred thousand dollars ($300,000.00) or less, or one (1) ninety (90) day extension for projects with an estimated cost of more than three hundred thousand dollars ($300,000.00), upon showing of good cause and subject to approval by the Mayor or City Administrator. A request for an extension must be submitted in writing at least thirty (30) days prior to the expiration date.
D. 
In the event the Building Inspector or other designated City Official rejects a request for an extension, or if an extension of greater than the allowed permit extension period is requested, then such request shall be presented to the Board of Aldermen for a decision as to whether or not such additional time shall be granted. The Board of Aldermen may make such requirements as it deems just and proper in granting any extension.
E. 
No work requiring a construction permit shall be performed without a valid construction permit nor upon expiration of a construction permit.
F. 
Within fifteen (15) days of the expiration of a construction permit, the premises on which such construction is being performed shall have all debris and building materials removed and shall be in full compliance with Chapter 215 of this Code.
G. 
Each day a violation of this Section continues shall be deemed a new and separate offense.

A. 
Beginning August 7, 2023, the construction permit required pursuant to Section 500.020 shall require a fee calculated pursuant to the following fee schedule, to-wit:
1. 
Deck, Dog Pen, Fence, Porches, Signs, Portable Buildings, Solar Panels, Gazebos, Private Green Houses and Swimming Pools.
$1,000.00 or less: $20.00.
$1,001.00 or more.: $30.00.
2. 
New Construction or Additions to Residential or Commercial Property or Detached Outbuildings.
For each new construction or addition to either residential or commercial property or detached outbuilding, the fee shall be as follows:
$35,000.00 or less: $35.00
$35,001.00 or more shall increase $1.00 for each $1,000.00 of the projected cost of the project. For example, a projected cost of $100,000.00 would require a $100.00 fee.
