This chapter shall be cited and may be referred to hereafter
as the "Building Numbering Law of the Village of Castleton-on-Hudson."
In order to facilitate the rapid location of buildings along
the various roads and highways by fire, police and other emergency
services, and to facilitate the reporting of emergencies and dispatching
of emergency vehicles and personnel under the Rensselaer County 911
system, the Village Board does hereby deem the numbering of all buildings,
and the display of such numbers in a manner to enable rapid identification
of buildings, to be of major importance to the Village of Castleton-on-Hudson.
In order to effectuate the efficient and accurate numbering of buildings,
the Village Board hereby enacts this chapter.
As used in this chapter, the following terms shall have the
meanings indicated:
BUILDING
The principal building or each of the principal buildings
on each lot, which shall not be deemed to include any accessory building.
FRONT
That side of the building which faces the street used with
the building's number in the building's designated street
address.
All existing buildings in the Village of Castleton-on-Hudson and any buildings hereafter constructed shall have displayed upon the front of said building and, if required by the provisions of §
104-6D, also on a sign at the driveway entrance thereto or at such other location facing and adjacent to and readily visible from the street, road or highway serving the building and in no event further back than 25 feet from the aforesaid road, street or highway right-of-way, a number uniquely identifying said building's location on that road, street or highway.
Building numbers shall be assigned by the Village in conformance
with the Rensselaer County Emergency Management (911) system of numbering.
Numbers for new buildings will be assigned at the time of issuance
of a building permit. The building number and street name will be
recorded on both the building permit and the certificate of occupancy
for that building. Records of building numbers for both existing and
new buildings will be maintained in the office of the Village Assessor.
The display of any house number within the Village of Castleton-on-Hudson
other than the number assigned by the Village pursuant to this chapter
is expressly prohibited.
All existing buildings in the Village shall display the assigned number in the manner required by §
104-6 hereof within 60 days of the effective date of this chapter. Any buildings for which a certificate of occupancy is issued after the effective date of this chapter will be required to be in compliance with this chapter's provisions upon issuance of the certificate of occupancy.
The owner of the property on which the building is located is
responsible for the posting of numbers in the manner required by this
chapter. The owner is also responsible for the continuing maintenance
and legibility of the required numbers.
The Code Enforcement Officer of the Village of Castleton-on-Hudson
shall be responsible for the enforcement of this chapter.
Upon the application of the owner of the property, the Village
Mayor, or his/her designee, may, after consultation with the Office
of Rensselaer County Emergency Management, vary or modify the requirements
contained herein with respect to that property upon such terms and
conditions as he/she deems appropriate. There shall be no appeal from
the decision of the Village Mayor on an application made under this
section.
