The Water and Sewer Commissioner shall have overall responsibility for supervising the construction, maintenance and care of the Village sewerage system and for enforcing the provisions of this Part 1.
All work requiring a permit under this Part 1 shall be performed by or under the direct supervision of a person licensed or qualified by the State of Illinois for the work involved.
A. 
No person shall uncover, make any connections with or opening into, extend, alter, or commence a new use of any public or private sewer, drain tile or catch basin within the Village nor install any septic tank, septic field or any other facility or device for the collection, treatment or disposal of sewage without first obtaining a written permit from the Water and Sewer Commissioner and from any federal, state or county agency which may have jurisdiction over the work proposed.

B. 
Applications for the Village permit herein required shall be made on forms supplied by the Commissioner or Village Clerk. The permit application shall be accompanied by such plans, specifications and other information as may be required by the Commissioner. The permit application shall be accompanied by a nonrefundable minimum permit application fee as established from time to time by Village ordinance, plus such additional fees and charges as may be applicable to the specific application filed. In addition, where the nature of the application requires the Village to employ the services of any consulting engineer, plumber or other person not regularly on the Village payroll for the purpose of reviewing the application, plans or specifications, an additional application fee equal to the actual cost to the Village of such services shall be charged to, and paid by, the applicant.
C. 
Before any work is undertaken by any person pursuant to a permit issued hereunder, such person shall post with the Commissioner or Clerk a corporate surety bond, issued by a corporate surety licensed to do business in the State of Illinois, in an amount equal to 100% of the cost of the work involved, conditioned that said person shall perform faithfully all work with due care and skill and in accordance with all applicable laws, ordinances, rules, and regulations and that all systems and facilities installed or repaired shall perform satisfactorily for a period of one year following final inspection and approval. The bond shall provide that the person will indemnify and save harmless the Village of Bannockburn and the owner of the premises against all damages, costs, expenses, outlays and claims of every nature and kind arising out of unskillfulness or negligence on his or her part in connection with the work to be performed. Such bond shall, by its terms, remain in force for a period of one year, except that upon expiration it shall remain in force as to all penalties, claims and demands made or incurred prior to the expiration of one year following final inspection and approval of the work.
A. 
All work requiring a permit under this Part 1 shall be inspected by the Water and Sewer Commissioner before being placed in service. Inspections shall be requested three days in advance of the time desired. No excavation shall be backfilled and no work shall be in any other manner covered before the work has been inspected and approved.
B. 
A minimum fee, as established from time to time by Village ordinance, shall be paid for each inspection or reinspection required pursuant to this Part 1. In addition where inspection or testing requires the Village to employ any person not regularly on the Village payroll or to incur any other out-of-pocket costs, an additional inspection fee equal to the actual cost to the Village of such services or materials shall be charged to, and paid by, the applicant.
