For the purpose of this article, the following terms shall have the meanings given herein:
LIMITED SPRINKLING
The use of sprinkling devices as follows:

A. 
Any owner or occupant of any lot or real estate that bears or has been assigned an odd-numbered street address or which does not bear or has not been assigned any street numbered address shall be allowed to sprinkle only on the days of the month having odd numbers.
B. 
Any owner or occupant of any lot or real estate that bears or has been assigned an even-numbered street address shall be allowed to sprinkle only on the days of the month having even numbers.
C. 
The period of each day during which such watering or sprinkling may be done shall be limited to the period from 10:00 p.m. to 7:00 a.m.
REASONABLE SPRINKLING
The use of sprinkling devices by any person, firm or corporation without restriction, on a reasonable basis, for such purposes as watering lawns or washing cars, windows or sidewalks.
SPRINKLING DEVICES
Include but are not limited to such devices as hoses, portable sprinklers, and permanently installed sprinkler systems which are used for such purposes as watering lawns or washing cars, windows or sidewalks. Sprinkling devices shall not include those sprinkling devices used in commercial car wash businesses nor sprinkling devices used for purposes of fire protection.

A. 
Except as set forth in this section, no owner or occupant of any lot or real estate shall engage in or permit at any time lawn sprinkling, or other nonessential exterior water use, on such lot or real estate during the period May 15 through September 15 of any year.
B. 
Exceptions. The following uses shall be excepted from the foregoing restriction:
(1) 
On odd-numbered calendar days, an owner or occupant having an odd-numbered lot or real estate address number or having not been assigned any street numbered address may engage in exterior water use for all purposes; provided, however, that exterior water use for lawn sprinkling purposes shall not be permitted from the hour of 10:00 a.m. to the hour of 4:00 p.m.
(2) 
On even-numbered calendar days, an owner or occupant having an even-numbered lot or real estate address number may engage in exterior water use for all purposes; provided, however, that exterior water use for lawn sprinkling purposes shall not be permitted from the hour of 10:00 a.m. to the hour of 4:00 p.m.
(3) 
Upon the written request of the owner or owner's agent of any property having a lawn which has been seeded, sodded, or planted within the past three months, the Water Commissioner may, in his or her discretion, issue a permit temporarily suspending, in whole or in part, the application of these seasonal lawn sprinkling restrictions upon such premises. Such permit shall be issued only upon a finding that the permit is necessary to preserve and promote the newly installed lawn or planting and that a hardship would result from the strict application of the sprinkling restriction. The Water Commissioner may impose such conditions and limitations on the permit as he or she deems necessary or appropriate.
C. 
Any new or replacement sprinkling devices shall be equipped with a WaterSense® labeled irrigation controller and shall be in compliance with Section 2.5(g) of the Illinois Plumbing License Law (225 ILCS 320).
At any time the Water and Sewer Commissioner determines supply in the Village is sufficiently threatened, impaired or diminished to present a threat to the health or safety of Village residents, he or she shall immediately issue an order restricting water usage to a limited sprinkling basis, shall report his or her action to the Board of Trustees, together with his or her recommendations for additional water conservation measures to be imposed, if any, and shall instruct the Village Clerk to give public notice of his or her order as provided in § 225-228. The Commissioner's order shall remain in effect until revoked by him or her.
When the Water and Sewer Commissioner informs the President and Board of Trustees of a diminished water supply in accordance with § 225-226, the President and Board of Trustees may, if in its judgment conditions warrant it, adopt an ordinance declaring that it is necessary and in the best interests of the residents of the Village that water conservation measures specified in such ordinance be adopted on an emergency basis for the period during which said ordinance continues in effect.
A. 
The Village Clerk shall publish any order issued pursuant to § 225-226 and any ordinance adopted pursuant to § 225-227 in a newspaper of general circulation within the Village within 10 days from and after the issuance of the order or the passage of the ordinance, and shall post said order or ordinance at the Village Hall.
B. 
The Village Clerk shall, in addition, make the contents of an emergency water order or ordinance known to the public by news release to the local newspapers and communication networks and shall notify the citizens in any other practical manner that he or she shall devise.
It shall be a violation of this Part 2 to use water in any manner prohibited by an emergency water order or ordinance at any time following receipt of actual notice of said order or ordinance or following its publication, whichever occurs first.
It shall be a violation of this Part 2 to flush any sanitary sewer with potable water from any source.
