The regulations contained in this Section and the following Sections shall govern the size, number, location, and design of all off-street parking and loading facilities within the City of Ash Grove.

A. 
The regulations of this Section shall govern the dimensions of off-street parking spaces, including those provided in developments approved in planned districts or by special procedure prior to the enactment hereof, anything in such planned district or special procedure approval to the contrary notwithstanding.
1. 
Minimum off-street parking dimensions. Except as otherwise provided for in this Article, the requirements for off-street parking in this Zoning Code shall be implemented with regard to the minimum dimensions in the following table:

2. 
Parking space — description. A required off-street parking space shall be an area of not less than two hundred (200) square feet and not less than ten (10) feet wide by twenty (20) feet long measured perpendicularly to the sides of the parking space exclusive of access drives or aisles, ramps, streets or alleys or from private driveways or aisles leading to streets or alleys and to be used for the storage or parking of passenger automobiles or commercial vehicles under one and one-half (1½) ton capacity.
3. 
Measurement of space. When determination of the number of required off-street parking spaces results in a requirement of a fractional space, any fraction up to and including one-half (½) shall be disregarded, and fractions over one-half (½) shall be interpreted as one (1) parking space.
4. 
Access.
a. 
Parking facilities shall be designed with appropriate means of vehicular access to a street or alley in such a manner as will least interfere with the movement of traffic and so designed as to permit adequate maneuvering area for vehicles to turn around where only one (1) entry or exit is provided in order that no backing of vehicles into the street is required. No driveway or curb cut in any district shall exceed twenty-five (25) feet in width.
b. 
Off-street parking areas in the commercial or industrial districts shall provide ingress and egress to any public right-of-way only at such location as approved by the Planning Commission.
5. 
Surfacing. All open off-street parking areas shall be improved with a compacted base not less than four (4) inches thick, surfaced with not less than two (2) inches of rolled asphaltic or Portland concrete and maintained in good condition.
6. 
Lighting. Any lighting used to illuminate an off-street parking area shall be arranged so as to reflect the light away from all adjoining properties.
7. 
Parking for one (1) or more uses. Parking for one (1) or more uses in a commercial or industrial district may be provided on a separate lot from the use or uses to be served when said separate lot is within a similar zoning district type and within three hundred (300) feet of the use or uses to be served, as measured along pedestrian pathway. When two (2) or more uses combine to provide the required parking space jointly, the parking space so provided shall equal the total space required if each were to provide parking space separately. Joint or remote parking areas provided in accordance with this paragraph shall be comprised of a minimum number of stalls as provided in conjunction with uses in Section 405.500. Such parking must be approved by the City Engineer or designated Zoning Enforcement Official. Subsequent to approval, said parking plan and an appropriate legal instrument of agreement among the owners of the various properties involved shall be recorded with the Greene County Recorder of Deeds. Such recorded plans and agreement shall be binding upon the owners of the properties involved and their successors and assigns and shall limit and control the use of land included in the plan to those uses and conditions approved by the Zoning Enforcement Official and agreed to by the owners of the properties involved.
8. 
Additions to existing uses. No off-street parking space required under this Chapter shall be used for any other purpose. Where a change in use creates greater parking requirements than the amount being provided, an occupancy permit shall not be issued until provision is made for the increased amount of required off-street parking.
9. 
Stormwater. Adequate stormwater drainage facilities shall be installed in accordance with City of Ash Grove stormwater regulations.
10. 
Striping. All parking spaces other than those directly serving one- and two-family detached dwellings shall be properly marked by durable paint in stripes a minimum of four (4) inches wide and extending the length of the parking space.
11. 
Residential parking. The required parking spaces for residences shall be located in the side and rear yard and in the front yard on a driveway providing access to a garage, carport or other permitted parking area for a dwelling. Driveways and parking areas shall be an improved surface of asphalt or concrete.
12. 
Existing spaces. Off-street parking and loading spaces in existence on the effective date of this Chapter (March 6, 2000) may not be reduced below the number required herein for equivalent new construction.
13. 
Change in use. Buildings or uses erected or occupied subsequent to the effective date of this Chapter (March 6, 2000) which undergo a decrease in the unit or measurement specified for required off-street parking or loading facilities, and when said decrease would result in a requirement for fewer total off-street parking or loading spaces, off-street parking and loading facilities may be reduced accordingly. Under this Chapter, when any such building use undergoes an increase in the unit of measurement specified herein for required off-street parking or loading facilities, and when said increase would result in a requirement for additional total off-street parking or loading spaces under this Chapter, parking and loading facilities shall be increased accordingly.
14. 
Inoperable vehicles. No trucks, truck trailers, or vehicles of any type shall be on skids, jacks, or any other device that will make them immobile or inoperable, except for emergency repairs.
15. 
Use of trucks or trailers for storage. No trucks or trailers of any kind, except those already in use as of the effective date of this Chapter (March 6, 2000), or any portions thereof, shall be used for storage purposes.
16. 
Vehicles being repaired. Garages and repair establishments shall not store or temporarily store any vehicle to be repaired for a period of more than fifteen (15) days. This does not include vehicles that are garaged or vehicles which may be authorized for storage for longer periods by the Board of Aldermen under conditional use permit.
17. 
Planned commercial and industrial parking. The minimum off-street parking and loading requirements for any use or building in a planned commercial or industrial district shall not be reduced below that required for the same use in any other commercial, industrial district as set forth in this Article. These requirements may exceed minimum standards as required by conditions where determined necessary. However, where the planned commercial and industrial district includes two (2) or more uses, the Planning and Zoning Commission may recommend, and the Board of Aldermen may approve, a total reduction of not more than twenty percent (20%), or thirty percent (30%) for developments greater than two hundred thousand (200,000) square feet in gross floor area under single ownership or management control, of the required off-street parking and loading spaces, where it has been demonstrated by study of the combined uses and customary operation of the uses that adequate parking would be provided.
18. 
Ownership.
a. 
When required accessory off-street parking facilities are provided elsewhere than on the lot on which the principal use served is located, they shall be in the same possession, either by deed or long-term lease, as the property occupied by such principal use, and the owner shall be bound by covenants filed of record in the office of the City Clerk, requiring the owner and his/her heirs and assigns to maintain the required number of off-street parking spaces during the existence of the principal use.
b. 
No parking facilities accessory to a business or manufacturing use shall be located in a residential district.
19. 
New or enlarged business establishments.
a. 
Any new business constructed or any additions to an existing structure which occurs after the effective date hereof shall provide two (2) parking spaces for every three (3) principals, agents or employees. The requirements of this Subsection shall be in addition to the requirements of Subsections (3) and (4) hereof. Further, any specific parking requirements for a specific business shall take precedence over this Subsection.
b. 
All such required employee parking spaces shall be clearly designated on all building permit applications and all such employee parking spaces shall be clearly marked so as to indicate that such space is for employee parking or shall be located in a specific area reserved for employee parking.

A. 
Residential uses shall provide off-street parking facilities as follows. The following are minimum residential parking space requirements.
1. 
Banking facilities and financial institutions. Four and one-half (4½) spaces for every one thousand (1,000) square feet gross floor area (excluding areas under canopy). Employee parking required.
2. 
Churches. One (1) space per four (4) seats for the largest seating area.
3. 
Dormitories or group living facilities. One (1) space for each dormitory unit.
4. 
Group homes for the elderly. One (1) space for each dwelling unit.
5. 
Libraries. One (1) for each five hundred (500) square feet of total floor area.
6. 
Municipal buildings, City, County, State and Federal Government. One (1) for each three hundred (300) square feet of total floor area.
7. 
One- and two-family dwellings. Two (2) parking spaces per dwelling unit.
8. 
One-family attached and multiple-family dwellings. Two (2) parking spaces per dwelling unit.
9. 
Mobile home park or court. Two (2) parking spaces per unit.
10. 
Schools, elementary and junior high. One (1) per five hundred (500) square feet of classroom area plus one (1) space for each employee.
11. 
School, senior high and colleges. One (1) for each two hundred (200) square feet of classroom area plus one (1) space for each employee.
B. 
Off-street parking facilities in residential districts in accordance with the requirements of this Section shall be used solely for the parking of passenger automobiles or commercial vehicles of not more than one (1) ton GVW owned by occupants of the dwelling units to which such facilities are accessory or by guests of said occupants, except in the "AG" Agricultural District.
C. 
All parking spaces accessory to one-family dwelling units shall be located on the same lot as the principal building. No parking space accessory to one-family dwellings shall be located on a front yard.
D. 
Parking spaces and lots accessory to one-family attached, two-family and multiple-family dwellings shall be permitted in front, side and rear yards provided that a minimum of fifty percent (50%) of the total required yard area is maintained as yard area and, further, that the following requirements are met:
1. 
Front yard. Parking lot shall be located a minimum of seven (7) feet from the building served and a minimum of four (4) feet from the front property line or sidewalk, whichever is closest to the building.
2. 
Side yard. Parking lot shall be located a minimum of seven (7) feet from the building served and a minimum of four (4) feet from the side property line. In case of a corner lot the parking lot shall be a minimum of four (4) feet from the property line or sidewalk whichever is closest to the building.
3. 
Rear yard. Parking lot shall be located a minimum of seven (7) feet from the building served and a minimum of six (6) feet from the rear lot line. If the rear lot line faces an alley or street, the parking lot shall be a minimum of four (4) feet from the alley, street or sidewalk whichever is closest to the building.
E. 
No signs shall be displayed in any parking area within any residential district, except such as may be necessary for the orderly use of the parking facilities.

A. 
The following are minimum non-residential parking space requirements:
1. 
Auto sales. Three and one-third (3 1/3) spaces for every one thousand (1,000) square feet of gross floor area of sales and showroom area, three (3) spaces for every service bay in repair garage areas, and one (1) space for every vehicle customarily used in the operation of this use or stored on the premises. This shall not include space provided for vehicles for sale or lease.
2. 
Banking facilities and financial institutions. Four and one-half (4½) spaces for every one thousand (1,000) square feet of gross floor area (excluding areas under canopy).
3. 
Bowling alleys, recreation center, swimming pools, skating rinks, and other recreation and amusement facilities. One (1) parking space for every five (5) customers computed on the basis of maximum servicing capacity at any one time plus one (1) additional space for every two (2) persons regularly employed on the premises.
4. 
Car wash, self-service. Line-up area for each wash stall of sufficient size to accommodate two (2) cars.
5. 
Clubhouses and permanent meeting places of veterans, business, civic, fraternal, labor, and similar organizations. One (1) parking space for every fifty (50) square feet of aggregate floor area in the auditorium, assembly hall and dining room of such building plus one (1) additional space for every two (2) persons regularly employed on the premises.
6. 
Food markets, five thousand (5,000) square feet of gross floor area and over. Six and one-half (6½) spaces for every one thousand (1,000) square feet of gross floor area.
7. 
Food market under five thousand (5,000) square feet of gross floor area (convenience store). Three and one-third (3 1/3) spaces for every one thousand (1,000) square feet of gross floor area.
8. 
Funeral homes. Parking or storage space for all vehicles used directly in conduct of the business plus (1) parking space for every two (2) persons regularly employed on the premises and one (1) space for every four (4) seats in the auditorium or chapel of such establishment.
9. 
Hotels, motels. One (1) parking space for every sleeping unit, two (2) parking spaces for every three (3) employees on the maximum shift.
10. 
Hospitals, sanitariums. One (1) parking space for each bed intended for patients, excluding bassinets, plus one (1) per doctor plus one (1) per three (3) employees plus one (1) per hospital vehicle.
11. 
Indoor retail businesses. Parking or storage space for all vehicles used directly in the conduct of such business plus three (3) parking spaces for the first one thousand (1,000) square feet of total area and one (1) additional space for every additional two hundred (200) square feet of total floor area.
12. 
Industrial plants and facilities. Parking or storage space for all vehicles used directly in the conduct of such industrial use plus one (1) parking space for every two (2) employees on the premises at maximum employment on a single shift. Visitor parking required.
13. 
Libraries, museums, post offices, and similar establishments. Parking or storage space for all vehicles used directly in the operation of such establishments plus three (3) parking spaces for the first one thousand (1,000) square feet of total floor area and one (1) additional space for every additional two hundred (200) square feet of total floor area.
14. 
Medical and dental clinics. Three (3) parking spaces for each doctor plus one (1) additional space for every two (2) employees.
15. 
Motel, hotel. One and one-half (1 1/2) parking spaces for each sleeping room offered for tourist accommodation plus one (1) space for each dwelling unit on the premises.
16. 
Nursing homes. One (1) parking space for every two (2) beds occupied at maximum capacity, plus one (1) space for every two (2) employees.
17. 
Office uses, business, professional and governmental offices. One (1) parking space for every three hundred (300) total square feet of office space.
18. 
Outdoor retail businesses. Parking or storage space for all vehicles used directly in the conduct of such business plus two (2) parking spaces for each person employed on the premises based on maximum seasonal employment.
19. 
Public and private elementary schools. One (1) parking space for each person regularly employed at such school, plus one (1) additional space for each classroom.
20. 
Public garages. Indoor or outdoor parking or storage space for all vehicles used directly in the conduct of such business plus three (3) parking spaces for each person regularly employed on the premises.
21. 
Repair shops, plumbing shops, electric shops, roofing shops, and other service establishments. Parking or storage space for all vehicles used directly in the conduct of the business plus two (2) parking spaces for each person regularly employed on the premises.
22. 
Restaurants, fast food. One (1) parking space for every two (2) seats, plus two (2) spaces for every three (3) employees on the maximum shift.
23. 
Restaurants and other eating and drinking establishments. One (1) parking space for every two hundred (200) feet of total floor area.
24. 
Self-service laundries. One (1) parking space for every two (2) washing machines.
25. 
Service stations. Parking or storage space for all vehicles used directly in the conduct of the business plus one (1) parking space for each gas pump, three (3) spaces for each grease rack or similar facility, and one (1) space for every two (2) persons employed on the premises at maximum employment on a single shift.
26. 
Theaters, auditoriums, civic centers, and other places of public assembly. One (1) parking space for every six (6) seats available at maximum capacity.
27. 
Transportation or truck terminals.
a. 
Employee parking. One (1) parking space for each one thousand (1,000) square feet of warehousing, shop area, or loading area and one (1) parking space for each driver of a company vehicle which is dispatched from said terminal.
b. 
Company vehicles. One (1) parking space to accommodate each company-owned or leased truck or vehicle usually found on the premises.
28. 
Truck stop, bus terminal. Two (2) spaces for every three (3) employees on the maximum shift. Plus additional parking as required by condition where determined necessary for planned commercial and industrial districts.
29. 
Universities, colleges, technical schools, academies, and similar institutions of higher learning. One (1) parking space for every six (6) seats occupied at maximum capacity in the assembly hall, auditorium, stadium, or gymnasium of greatest capacity on the campus. If the institution has no assembly hall, auditorium, stadium, or gymnasium, one (1) parking space shall be provided for each person regularly employed at such institution plus fifteen (15) additional spaces for each classroom.
30. 
Warehousing. Parking or storage space for all vehicles used directly in the conduct of such business plus one (1) parking space for each person regularly employed on the premises.
31. 
Wholesale businesses. Parking or storage space for all vehicles used directly in the conduct of such business plus one (1) parking space for each person employed on the premises based on maximum seasonal employment.

A. 
General. Every building or structure used for business, trade, or industry shall provide adequate space for the loading and unloading of vehicles off the street or public alley. Such space shall have access to a public alley or, if there is not an alley, to a street. Off-street loading and unloading space shall be in addition to and not considered as meeting a part of the requirements for off-street parking space. Off-street loading and unloading space shall not be used or designated, intended or constructed to be used in a manner to obstruct or interfere with the free use of any street, alley, or adjoining property.
B. 
Number Of Spaces. The following are minimum off-street loading and unloading space requirements:
1. 
Retail business and service establishments. One (1) off-street loading and unloading space at least twelve (12) feet by thirty-five (35) feet for every three thousand (3,000) square feet of total floor area.
2. 
Industrial plants. One (1) off-street loading and unloading space at least twelve (12) feet by fifty (50) feet for every ten thousand (10,000) square feet of total floor area.
3. 
Warehouses and wholesale storage facilities. One (1) off-street loading and unloading space at least twelve (12) feet by fifty (50) feet for every seventy-five hundred (7,500) square feet of total floor area.
4. 
Freight terminals and trucking terminals. One (1) off-street loading and unloading space at least twelve (12) feet by fifty (50) feet for every five thousand (5,000) square feet of total floor area.
C. 
Design And Maintenance.
1. 
Loading space — description. An off-street loading and unloading space shall be a hard-surfaced area of land, open and enclosed, other than a street or public way, used principally for the standing, loading, or unloading of motor trucks, tractors, and trailers so as to avoid undue interference with the public use of streets and alleys.
2. 
Location. No permitted or required loading space shall be closer than fifty (50) feet to any property in a residential district unless completely enclosed by building walls, or a uniformly painted solid fence or wall, or any combination thereof not less than six (6) feet in height. No permitted or required loading space shall be located within twenty-five (25) feet of the nearest point of intersection of any two (2) streets. Loading spaces open to the sky may be located in any required yards.
3. 
Measurement. When determination of the number of required off-street loading spaces results in a requirement of a fractional space any fraction up to and including one-half (½) shall be disregarded, and fractions over one-half (½) shall be interpreted as one (1) loading space.
4. 
Surfacing. All open off-street loading spaces shall be improved with a compacted macadam base, not less than seven (7) inches thick, surfaced with not less than two (2) inches of asphalt concrete or some comparable all-weather dustless material.
