The Board of Supervisors of West Manheim Township hereby creates
the office of Township Manager.

The person appointed to the position of Township Manager shall
be chosen on the basis of executive and administration abilities.
The Board of Supervisors delegate, subject to recall, the following
nonlegislative powers and duties:
A. The Township Manager is directly responsible to the Board of Supervisors
and charged with the responsibilities of carrying out the policies
and directives of the Board of Supervisors.
B. The Manager is responsible for the general day-to-day operations
and administration of the Township.
C. The Manager shall prepare and submit to the Board an annual budget
including capital improvement programs.
D. The Manager shall attend all Township meetings and serve as liaison
between the Board and all Township authorities, commissions and committees.
E. The Manager will oversee all matters relating to zoning; code enforcement;
road, building and water maintenance and the enforcement of all pertaining
ordinances, resolutions and directives.
F. The Manager will serve as the Purchasing Officer of the Township
for all departments and entities.
G. The Manager shall review all ordinances, audits, and budgets as prepared
by others.
H. The Manager shall review and comment on all plans and drawings submitted
to or for the Township and make recommendations to the Board of Supervisors.
I. The Manager shall direct all office staff and develop, oversee, and
administer Township personnel policies, procedures, and programs for
all Township employees under the direction of the Board of Supervisors.
J. The Manager shall originate, maintain, and supervise performance
and faithful execution of all federal, state, local, and private contracts
and business contracts with the Township.
