It is hereby declared that the purpose and intent of this Part
is to promote the general health, welfare and safety of those residents
of Shrewsbury Township, York County, Pennsylvania, who receive water
supplied by Glen Rock Borough, by preventing the waste of such water
as supplied by the Borough.

The Mayor of the Borough of Glen Rock is authorized pursuant
to an ordinance duly enacted by the Borough Council of Glen Rock Borough
on September 12, 1973, to declare a state of water emergency when
in the judgment of said Mayor a state of water emergency exists by
reason of the inadequacy of or shortage in supply of water in the
water system operated by the Borough of Shrewsbury.

In the event of a declaration of a state of water emergency
by the Mayor of the Borough of Glen Rock notice of the declaration
of such emergency shall be given to the residents of Shrewsbury Township
utilizing water supplied by Glen Rock Borough by the publication of
such notice at least one time in a newspaper of general circulation
within the Township. For the purpose of enforcement of the provisions
of this Part, proof of publication of such notice shall constitute
proof of notice to the residents of Shrewsbury Township utilizing
water supplied by Glen Rock Borough. Notice shall be given to Shrewsbury
Township by Glen Rock Borough by mailing to the Township a copy of
the order declaring such water emergency.

During the period of a state of water emergency as declared
by Glen Rock Borough, it shall be unlawful for any person, firm, corporation
or association in Shrewsbury Township utilizing water supplied by
Glen Rock Borough to do or cause to be done any of the following acts
or conduct, which acts and conduct are also prohibited in Glen Rock
Borough during periods of water emergency:

Any person, firm or corporation who shall violate any provision
of this Part, upon conviction thereof in an action brought before
a magisterial district judge in the manner provided for the enforcement
of summary offenses under the Pennsylvania Rules of Criminal Procedure,
shall be sentenced to pay a fine of not more than $1,000 plus costs
and, in default of payment of said fine and costs, to a term of imprisonment
not to exceed 90 days. Each day that a violation of this Part continues
or each Section of this Part which shall be found to have been violated
shall constitute a separate offense.

This Part shall be known as the "Shrewsbury Township Water Emergency
Ordinance" and shall become effective five days after enactment.
