A certain document, one (1) copy of which is on file in the office of the City Clerk of the City of Platte City, being marked and designated as the International Plumbing Code, 2018 Edition, including Appendix Chapters B, C, D, E, as published by the International Code Council be and is hereby adopted as the Plumbing Code of the City of Platte City, in the State of Missouri, for regulating and governing the design, construction, quality of materials, erection, installation, alteration, repair, location, relocation, replacement, addition to, use or maintenance of plumbing systems as herein provided; providing for the issuance of permits and collection of fees therefor; and each and all of the regulations, provisions, penalties, conditions and terms of said Plumbing Code on file in the office of the City of Platte City are hereby referred to, adopted, and made a part hereof, as if fully set out in this Article, with the additions, insertions, deletions and changes, if any, prescribed in Section
500.270 of this Article.

A. The following Sections of the International Plumbing Code adopted
in this Article are hereby revised:
1.
[A] 101.1 Title. Insert:
These regulations shall be known as the International Plumbing
Code of the [City of Platte City] hereinafter referred to as "this
code."
2.
[A] 106.6.1 Work commencing before permit issuance. Amend:
Any person who commences any work on a plumbing system before
obtaining the necessary permits shall be subject to a fee [double]
the required permit fee.
3.
[A] 106.6.2 Amend:
The fees for all plumbing work shall be as indicated in the following fee schedule established in Section
500.510 of the Platte City Municipal Code.
4.
[A] 106.6.3 Fee refunds. Amend:
The Code Official shall authorize the refunding of fees if deemed
erroneously paid or collected.
5.
[A] 108.4 Violation penalties. Deleted and replaced:
Replaced with Platte City Municipal Code Section
500.300.

[A] 108.5 Stop work orders. Amend:
Upon notice from the Code Official, work on any plumbing system that is being done contrary to the provisions of this code or in a dangerous or unsafe manner shall immediately cease. Such notice shall be in writing and shall be given to the owner of the property, or to the owner's authorized agent, or to the person doing the work. The notice shall state the conditions under which work is authorized to resume. Where an emergency exists, the Code Official shall not be required to give a written notice prior to stopping the work. Any person who shall continue any work in or about the structure after having been served with a stop work order, except such work as that person is directed to perform to remove a violation or unsafe condition, shall be guilty of a misdemeanor, punishable as provided in Section
500.300 of the City of Platte City Code of Ordinances.
7. 305.4.1 Sewer depth and connection. Amend:
Building sewers that connect to the City sanitary sewer system
shall be installed not less than [36 inches] below finished grade.
Sanitary sewer lines shall be placed in clean gravel with connection
joints visible for inspection prior to covering.
8. 305.2 Stress and strain. Amend:
Piping in a plumbing system shall be installed so as to prevent
strains and stresses that exceed the structural strength of the pipe.
Where necessary, provisions shall be made to protect piping from damage
resulting from expansion, contraction and structural settlement. Sewer
pipe saddle connections or flexible type fittings used to connect
to the sanitary sewer main shall be covered with a minimum 60-lb bag
of dry-concrete mix to help control connection displacement.
9. 605.3 Water service pipe. Amend:
Water service pipe shall be [Type K copper] or cross-linked
polyethylene [PEX] plastic tubing and conform to NSF 61 and shall
conform to one (1) of the standards listed in Table 605.3. Water service
pipe or tubing, installed underground and outside of the structure,
shall have a working pressure rating of not less than 160 psi at 73.4°
F. (23° C.). Where the water pressure exceeds 160 psi, piping
material shall have a working pressure rating not less than the highest
available pressure. Water service piping materials not third-party
certified for water distribution shall terminate at or before the
full open valve located at the entrance to the structure.
10. 903.1 Roof extension. Amend:
Open vent pipes that extend through a roof shall be terminated
not less than [6 inches] above the roof. Where a roof is to be used
for assembly or as a promenade, observation deck, sunbathing deck
or similar purposes, open vent pipes shall terminate not less than
seven (7) feet above the roof.

hereby incorporated:

Nothing in this Article or the International Plumbing Code hereby adopted shall be construed to affect any suit or proceeding impending in any court, or any rights acquired, or liability incurred, or any cause or causes of action acquired or existing, under any act or ordinance hereby repealed as cited in Section
500.290 of this Article; nor shall any just or legal right or remedy of any character be lost, impaired or affected by this Article.

All other ordinances or parts of ordinances in conflict herewith
are hereby repealed.

Any person who shall violate a provision of the code adopted
in this Article or shall fail to comply with any of the requirements
thereof or who shall erect, construct, alter or repair a building
or structure in violation of an approved plan of or directive of the
Code Official, or of a permit or certificate issued under the provision
of this code, shall be guilty of a misdemeanor, punishable by a fine
as follows: for municipal ordinance violations committed within a
twelve-month period beginning with the first violation: two hundred
dollars ($200.00) for the first municipal ordinance violation, two
hundred seventy-five dollars ($275.00) for the second municipal ordinance
violation, three hundred fifty dollars ($350.00) for the third municipal
ordinance violation, and four hundred fifty dollars ($450.00) for
the fourth and any subsequent municipal ordinance violations; Each
day that a violation continues after due notice has been served shall
be deemed a separate offense.
