Regular meetings of the Board of Aldermen shall be held on the
second (2nd) and fourth (4th) Tuesday evenings of each month at 6:00
P.M. unless otherwise set by motion of the Board.

Four (4) members of the Board shall be a quorum. The names of
the members shall be called alphabetically at the beginning of each
meeting and the absentees noted.

Members are required to attend all meetings unless otherwise
excused by the Board or unless unable to attend because of conditions
beyond the control of that member.

At the hour designated for Board meetings, the Mayor, or in
the absence of the Mayor the President Pro Tempore, shall call the
Board to order. After the prayer and roll call, determine if a quorum
is present, preserve order and decorum and decide all questions of
order, subject to an appeal to the Board, appoint all committees,
subject to the concurrence of the Board, the appointment or election
of which is not otherwise provided for by law or ordinance.

At each and every Board meeting, two (2) periods shall be allotted
for residents of the City to address the Board. The first (1st) time
period shall be at the beginning of the Board meeting for residents
to address the Board on issues on the agenda for that meeting. The
second (2nd) session shall follow staff business for residents who
wish to address the Board on issues other than those appearing on
the agenda for that meeting. These presentations shall not require
any sign-up prior to appearance, but it is suggested that individuals
wishing to participate notify the City Clerk prior to 5:45 P.M. on
the night of the Board meeting. Priority for speaking will be given
to those who contact the Clerk at the earliest time. On any specific
issue, there will be a fifteen (15) minute time limit for all speakers
combined, which time limit may be extended with the consent of the
Board. Each speaker shall be limited to a five (5) minute time period,
which time may be extended by the consent of the Board. Individuals
who are not residents of the City may address the Board during this
period of time, subject to a motion supported by a majority of the
Board to omit the appearance of non-resident speakers.
