The office of City Airport Manager is hereby created and established.
The City Administrator shall also be the City Airport Manager. He/she
shall appoint one (1) person from his/her supervisory staff to become
his/her assistant.

The City Airport Manager shall generally supervise the operations
of all aircraft to, from and on any municipally owned airports in
conformity with the rules and regulations of the Federal Aviation
Agency and the laws of the State and the laws of the United States
and rules and regulations promulgated under the authority thereof
to be enforced, and to this end he/she shall, if need be, call upon
officers and officials thereof for assistance.

The City shall, at all times, maintain full control of any municipally
owned airports and of the physical equipment of the City at the airport,
and shall make no lease or contract to any person, including the United
States Government, which shall impair in any way the City's control
of such airport and its facilities, or any exclusive use agreement
which may be contrary to the Federal Aviation Act, or any amendment
thereto.

Any person, persons or corporation who shall sell aircraft or
aircraft parts, or who shall repair, maintain or equip aircraft, or
who shall carry persons or property for hire, or who shall give instruction
in the care, maintenance or operation of aircraft, shall be deemed
to be a commercial operator.

No person, persons or corporation shall engage in the business
of a commercial operator at the Eldon Airport without first obtaining
a license therefor and paying the tax in the manner hereinafter provided.

There shall be levied and collected on every license issued
in pursuance of this Article to a commercial operator by the Airport
Commission of the City of Eldon, Missouri, a license fee in the sum
of five hundred dollars ($500.00).

The Airport Commission of the City of Eldon, Missouri, shall
have a discretion in the issuance of said licenses, said discretion
to be based upon the ability and worthiness of the applicant for a
commercial license and the safety factors involved.
