A. 
The Concordia Fire Protection District, Inc., a Missouri not-for-profit corporation and authorized for the purposes of fire protection for a district and area in and around the City of Concordia, Missouri, is hereby authorized to furnish fire protection, including fire-fighting equipment and personnel, for the City of Concordia, Missouri.
B. 
Said Concordia Fire Protection District, Inc., is further authorized to use the City streets, alleys, roadways and fireplugs for the purposes of fighting fires and for such other purposes normally used by the City Fire Department; and, further, to use such other facilities necessary to protect the citizens, his/her property and lives from fire and other causes within the corporate limits of the City.

A. 
Any person, firm or corporation who shall sell fireworks, torpedoes or fireworks of any kind, except on July fourth (4th) or during the period of three (3) days previous to July fourth (4th) or at any other time during the year, unless having received a special permit from the Board of Aldermen, shall be deemed guilty of a misdemeanor.
B. 
Any person who shall burn, explode or send off any fireworks, torpedoes or firecrackers of any kind on public streets, sidewalks, parks, or any public place at any time shall be deemed guilty of a misdemeanor. Persons may use fireworks on his/her own property or property of others, if permission is granted, between the hours of 8:00 A.M. and 10:00 P.M. July first (1st), second (2nd), and third (3rd) and between the hours of 8:00 A.M. and 12:00 P.M. July fourth (4th), provided when handling and discharge of fireworks is in the care of professional or experienced persons. A fireworks display may be permitted at any public event, but only when special permission of the Mayor and the Board of Aldermen is first obtained.
C. 
It shall be unlawful to attempt to sell or to sell at retail any fireworks to children under the age of fourteen (14) years except when such child is in the presence of a parent or guardian.
D. 
It shall be unlawful to explode or ignite fireworks within six hundred (600) feet of any church, hospital, asylum, public school, or within one hundred (100) feet of where fireworks are stored, sold or offered for sale.
E. 
No person shall ignite or discharge any permissible articles of fireworks within or throw the same from a motor vehicle nor shall any person place or throw any ignited article of fireworks into or at a motor vehicle, or at or near any person or group of people. Any demonstrating or testing shall require the notification and approval of the local fire service.

No person shall kindle, set fire to, or burn any leaves, paper, trash, tree branches or other flammable material whatsoever in or upon any public street or gutter.

Any house, building or tank within the City used for the special or exclusive storage of powder, dynamite, nitroglycerin, coal oil or other explosive substances detrimental to the public health, or where endangering quantities of such explosives are kept exposed or insecure for the purpose of display or in any manner so as to endanger human life is hereby declared a nuisance.
