No person owning, having care, custody or control of, keeping or harboring any dog or dogs shall suffer or permit the same to run at large upon the public streets or upon property not his own within the limits of the Township.
B.
Any dog found running at large within the Township shall be taken into custody by the Township Animal Control Officer or any police officer of the Township.
