The parking, stopping, or location in any manner of any vehicle upon property known and designated as "Lot 1, Block 601," on the Official Tax Assessment Map of the Township of Mine Hill, which property is known as the "Township Beach," between the hours 30 minutes before sunrise and 30 minutes after sundown is hereby prohibited except as specifically permitted herein.

The parking, stopping or location in any manner of any vehicles upon property known and designated as "Lot 1, Block 601," on the Official Tax Assessment Map of the Township of Mine Hill, between the hours of 9:00 p.m. and 8:00 a.m., is hereby authorized upon receipt of a special permit to be issued by the Township Clerk after approval by the Township Council.
An application for a special permit shall include, without limitation, the following information:
A. 
Identification of the vehicle to be parked, stopped or otherwise located upon the premises in question (including a description of the make, model and year of the vehicle and the license plate or registration number);
B. 
The full name and address of the owner and operator of the vehicle, as well as the names and addresses of all passengers in the vehicle;
C. 
The specific times (including duration) during which the vehicle will be parked, stopped or otherwise located upon the subject premises; and
D. 
The reasons why such special permission is requested.
Such permit shall be granted if the grant of same is consistent with the public health, welfare and safety of the residents of the Township. Any person aggrieved by a decision of the Township Council with respect to a decision on an application for such a permit may request a hearing before the Township, which hearing shall be established within 30 days of receipt by the Township Clerk of such request. At any hearing held pursuant to this section, the aggrieved party shall be given an opportunity to be heard and to be represented by counsel if the aggrieved party so chooses. Within 20 days of such a hearing, the Township Council shall make its decision either granting or denying the permit or making such modifications as it deems appropriate.
Unless another penalty is expressly provided by New Jersey statute, every person convicted of a violation of a provision of this article, or any supplement or amendment thereto, shall be subject to the penalty in § 1-3, General penalty, of the Code of the Township of Mine Hill. Each portion of a calendar day in which a violation occurs shall be deemed a separate violation of the provisions of this article.
