Unless otherwise specifically provided or unless clearly required by the context, the words and phrases defined below shall have the meaning indicated when used in this Chapter.
CIRCULATION AREA
That portion of the vehicle accommodation area used for access to parking or loading areas or other facilities on the lot. Essentially, driveways and other maneuvering areas (other than parking aisles) comprise the circulation area.
DRIVEWAY
That portion of other vehicle accommodation area that consists of a travel lane bounded on either side by an area that is not part of the vehicle accommodation area.
GROSS FLOOR AREA
The total area of a building measured by taking the outside dimensions of the building at each floor level intended for occupancy or storage.
LOADING AND UNLOADING AREA
That portion of the vehicle accommodation area used to satisfy the requirements of Section 417.021.
PARKING AREA AISLES
That portion of the vehicle accommodation area consisting of lanes providing access to parking spaces.
PARKING SPACE
A portion of the vehicle accommodation area set for the parking of one (1) vehicle.
VEHICLE ACCOMMODATION AREA
That portion of a lot that is used by vehicles for access, circulation, parking and loading and unloading. It comprises the total of circulation areas, loading and unloading areas and parking areas (spaces and aisles).

A. 
All developments in all zoning districts shall provide a sufficient number of off-street parking spaces to accommodate the number of vehicles that ordinarily are likely to be attracted to the development in question. Except as provided herein, developments shall comply with the minimum number of parking spaces as set forth in Subsection (D), Table of Parking Requirements.
B. 
The Planning and Zoning Commission and Board of Aldermen recognize that the Table of Parking Requirements set forth in Subsection (D) cannot and does not cover every possible situation that may arise. Therefore, in cases not specifically covered, the Land Use Administrator is authorized to determine the parking requirements using this Table as a guide.
C. 
Parking space requirements, which are delineated in the Table of Parking Requirements (Subsection (D)), are keyed to a specific land use category. When determination of the number of parking spaces required by this Table results in a requirement of a fractional space, any fraction of one-half (½) or less may be disregarded, while a fraction in excess of one-half (½) shall be counted as one (1) parking space.

A. 
In computing the number of required off-street parking spaces, the following rules shall apply:
1. 
In the case of mixed uses, the parking spaces required shall equal the sum of the requirements of each of the various uses computed separately.
2. 
Whenever a building or use constructed or established after the effective date of this Chapter is changed or enlarged in floor area, number of employees, number of dwelling units, seating capacity or otherwise to create a need for an increase of twenty percent (20%) or more in the number of existing parking spaces, such spaces shall be provided on the basis of the enlargement or change.
3. 
Whenever a building or use existing prior to the effective date of this Chapter is enlarged to the extent of fifty percent (50%) or more in floor area or in the area used, said building or use shall then and thereafter comply with the parking requirements set forth herein.

A. 
Three percent (3%) of the required number of parking spaces on all lots hereinafter constructed shall be parking spaces designed and designated for disabled or handicapped persons, provided however, a minimum of one (1) handicapped space shall be provided on all parking lots containing less than fifty (50) spaces.
B. 
Parking spaces for disabled or handicapped persons and accessible passenger loading zones that serve a particular building shall be located on the shortest possible accessible circulation route to an accessible entrance of the building. In separate parking structures or lots that do not serve a particular building, parking spaces for disabled or handicapped persons shall be located on the shortest possible circulation route to an accessible pedestrian entrance of the parking facility.
C. 
Parking spaces designated for the disabled or handicapped shall be at least ninety-six (96) inches wide and shall have an adjacent access aisle at least sixty (60) inches wide. Parking access aisles shall be part of the accessible route to the building or facility entrance. Two (2) accessible parking spaces may share a common access aisle. Parked vehicle overhangs shall not reduce the clear width of an accessible circulation route.
D. 
Accessible parking spaces shall be designated as reserved for the disabled or handicapped by a sign and/or pavement markings.

A. 
Subject to Subsections (B) and (C), each parking stall not designated for handicapped persons shall contain a minimum rectangular area at least nineteen (19) feet long and nine (9) feet wide with a twenty-four (24) foot parking aisle width for ninety degree (90°) parking. Lines demarcating parking spaces may be drawn at the various angles illustrated in the Figures 12 through 15, so long as the parking spaces to be created contain the minimum rectangular area required in the Table below:

In parking areas containing ten (10) or more parking spaces, up to twenty percent (20%) of the parking spaces may contain a rectangular area of only eight (8) feet in width by nineteen (19) feet in length. If such spaces are provided, they shall be conspicuously designated as "Reserved For Compact Cars Only".

C. 
Whenever parking areas consist of spaces set aside for parallel parking, the dimensions of such parking spaces shall be not less than twenty-two (22) feet by nine (9) feet.

A. 
Parking area aisle widths shall conform to the above Table in Section 417.009, which varies the width requirement according to the angle of parking.
B. 
Driveways shall be not less than ten (10) feet in width for one-way traffic and eighteen (18) feet in width for two-way traffic, except that ten (10) feet wide driveways are permissible for two-way traffic when:
1. 
The driveway is not longer than fifty (50) feet,
2. 
It provides access to not more than six (6) spaces, and
3. 
Sufficient turning space is provided so that vehicles need not back into a public street.

A. 
Every vehicle accommodation area shall be located at least five (5) feet inside the property line so that vehicles cannot extend beyond the perimeter of such area onto adjacent properties, public rights-of-way or easements. Such areas shall also be designed so that vehicles do not extend over sidewalks or tend to bump against or damage any wall, vegetation or other obstruction.
B. 
Unless no other practicable alternative is available, vehicle accommodation areas shall be designed so that, without resorting to extraordinary movements, vehicles may exit such areas without backing onto a public street. This requirement does not apply to parking areas consisting of driveways that serve one (1) or two (2) dwelling units, although backing onto arterial streets is prohibited.
C. 
Vehicle accommodation areas of all developments shall be designed so that sanitation, emergency and other public service vehicles can serve such developments without the necessity of backing unreasonable distances or making other dangerous or hazardous turning movements.
D. 
Circulation areas shall be designed so that vehicles can proceed safely without posing a danger to pedestrians or other vehicles and without interfering with parking areas.
E. 
Parking spaces required for residential buildings shall be located on the same lot with the building or use served and be in a designated driveway or approach. No licensed or unlicensed vehicle or trailer shall be parked or stored on a residential property unless it is in a designated driveway or approach to the building.

A. 
Vehicle accommodation areas that:
1. 
Include lanes for drive-in windows, or
2. 
Contain parking areas that are required to have more than ten (10) parking spaces and that are used regularly at least five (5) days per week
shall be graded and surfaced with asphalt, concrete or other material that will provide equivalent protection against potholes, erosion and dust.
B. 
Vehicle accommodation areas that are not provided with the type of surface specified in Subsection (A) shall be graded and surfaced with crushed stone, gravel or other suitable material to provide a surface that is stable and will help to reduce dust and erosion. The perimeter of such parking areas shall be defined by bricks, stones, railroad ties or other similar devices. In addition, whenever such a vehicle accommodation area abuts a paved street, the driveway leading from such street to such area (or, if there is no driveway, the portion of the vehicle accommodation area that opens onto such streets) shall be paved as provided in Subsection (A) for a distance of fifteen (15) feet back from the edge of the paved street. This Subsection shall not apply to single-family, multiple-family or two-family residences or other uses that are required to have only one (1) or two (2) parking spaces.
C. 
Parking spaces in areas surfaced in accordance with Subsection (A) shall be appropriately demarcated with painted lines or other markings.
D. 
Vehicle accommodation areas shall be properly maintained in all respects. In particular and without limiting the foregoing, vehicle accommodation area surfaces shall be kept in good condition (free from potholes, ice, snow, etc.) and parking space lines or markings shall be kept clearly visible and distinct.

A. 
One (1) parking area may contain required spaces for several different uses but, except as otherwise provided in this Section, the required space assigned to one (1) use may not be credited to any other use.
B. 
To the extent that separate uses wish to make joint use of the same parking spaces operated at different times, the same spaces may be credited to both uses. For example, if a parking lot is used in connection with an office building on Monday through Friday but is generally ninety percent (90%) vacant on weekends, another use that operates only on weekends could be credited with ninety percent (90%) of the spaces on that lot; or if a church parking lot is generally occupied only to fifty percent (50%) capacity on days other than Sunday, another use could make use of fifty percent (50%) of the church lot's spaces on those other days.
C. 
If the joint use of the same parking spaces by two (2) or more principal uses involves satellite parking spaces, then the provisions of Section 417.019 (Satellite Parking) are also applicable.

If the number of off-street parking spaces required by this Chapter cannot reasonably be provided on the same lot where the principal use associated with these parking spaces is located, then spaces may be provided on adjacent or nearby lots located within two hundred (200) feet of a public entrance of the principal building or use associated with such parking.

A. 
Whenever the normal operation of any non-residential use requires that goods, merchandise or equipment be routinely delivered to or shipped from that location, a sufficient off-street loading and unloading area must be provided in accordance with this Section to accommodate the delivery or shipment operations in a safe and convenient manner.
B. 
The loading and unloading area must be of sufficient size to accommodate the numbers and types of vehicles that are likely to use this area, given the nature of the development in question. Such loading space shall include a twelve (12) foot by fifty-five (55) foot area for loading and unloading operations and shall have a minimum overhead clearance of fourteen (14) feet from street grade. The number of spaces shall be provided as follows:

C. 
Loading and unloading areas shall be so located and designed that the vehicles intended to use them can:
1. 
Maneuver safely and conveniently to and from a public right-of-way, and
2. 
Complete the loading and unloading operations without obstructing or interfering with any public right-of-way or any parking space or parking lot aisle.
D. 
No area allocated to loading and unloading facilities may be used to satisfy the area requirements for off-street parking, nor shall any portion of any off-street parking area be used to satisfy the area requirements for loading and unloading facilities.

Plans showing the layout and design of all required off-street parking and loading areas shall be submitted and approved by the permit issuing authority prior to issuance of any building permit, zoning permit or conditional use permit.
