A. 
The following are specifications and construction requirements for street lighting throughout the City of St. Robert.
1. 
City utilities. The installation and maintenance of all street lighting within all dedicated street rights-of-way within the City of St. Robert.
2. 
Contractor/land developer. The contractor/land developer of any parcel of land that has public streets that will be dedicated to the City of St. Robert shall be responsible for the following with regards to street lighting for any street.
a. 
Provide an approved street design by electronic means to the approved lighting supplier of the City of St. Robert. This design shall be provided within five (5) days after final approval by the Board of Aldermen.
b. 
The lighting supplier shall provide all engineering for the correct location of each pole, required conductor size between poles and total electrical requirements to support all street lighting.
c. 
Upon receipt of engineering the City of St. Robert shall purchase all poles and fixtures required. The contractor/developer shall be responsible for paying the cost of each pole and fixture at the same cost that it is purchased for by the City of St. Robert.
d. 
The installation of all poles and fixtures shall be installed by the City of St. Robert at no cost to the contractor/developer.
e. 
The contractor/developer shall be responsible for installing all conduit and electrical conductors between the lighting poles and to the source of power. The following specifications are the minimum requirements:
(1) 
Provide all necessary easements for the installation of street lighting.
(2) 
All conductors shall be installed in Schedule 40, three-quarter (¾) inch conduit or larger, at a depth no less than twenty-four (24) inches from finished grade.
(3) 
All conductors shall be sized and rated for the application.
(4) 
All wiring methods shall meet the National Electrical Code (NEC 2002) standards.
(5) 
The contractor/developer shall call for inspection of all underground installations prior to concealment.
f. 
The installation of all street lighting shall be accomplished prior to the contractor/developer dedicating any street to the City of St. Robert.

A. 
Approved key boxes (presently those manufactured by Knox Company) shall be installed in an accessible location with respect to all newly constructed commercial and industrial buildings, and existing commercial and industrial buildings that require a change of occupancy (use) inspection. Such box shall be accessible by the St. Robert Fire Department and Police Department, and shall contain keys for building access as required by Fire and Police Officials.
B. 
Definition. As used in this Section, the following term shall have the prescribed meaning:
KNOX BOX
A secure rapid entry system that is designed to be used by Fire Department and Police Department personnel in the event of an emergency to gain entry into a structure by using the enclosed owner provided key(s). This box is usually mounted on the exterior of the building in a location that is specified by the Fire Chief. All boxes shall be UL (Underwriters Laboratories) certified and approved by the Fire Chief.
C. 
The following structures shall be equipped with a key lock box at or near the main entrance or such other location required by the Fire Chief:
1. 
All commercial and industrial buildings. "Commercial and industrial buildings" shall mean buildings where any industry, trade or business is carried on or where any process or operation, directly or indirectly related to any industry, trade or business, is carried on and where any person is employed by another for direct or indirect gain or profit.
This definition and ordinance excludes State or federally regulated banks, savings and loans, and credit unions from compliance with this Section.
2. 
Any building or facility containing a quantity of hazardous materials.
3. 
Governmental structures.
4. 
Nursing care facilities.
5. 
Educational facilities.
6. 
All places of assembly.
D. 
All newly constructed commercial and industrial structures subject to this Section shall have the key lock box installed and operational prior to final inspection and occupancy.
E. 
All commercial and industrial structures requiring a change of occupancy (use) inspection subject to this Section shall have the key lock box installed and operational prior to final inspection and occupancy.
F. 
The Fire Chief shall designate the type of key lock box system to be implemented within the jurisdiction of the City of St. Robert and shall have the authority to require all structures subject to this Section to use the designated system.
G. 
The owner, tenant or operator of a structure required to have a key lock box shall at all times keep keys in the lock box that will allow for access to the following:
1. 
Keys to locked points of egress, whether on the interior or exterior of such buildings;
2. 
Keys to locked mechanical equipment rooms;
3. 
Keys to locked electrical rooms;
4. 
Key to elevator controls;
5. 
Keys to the other areas as directed by the St. Robert Fire Department.
H. 
Installation And Location. All "Knox Boxes" (and/or Knox Locking Vaults) shall be recess mounted into the building/structure at a height of not less than six (6) feet above the ground (surface grade) nor more than eight (8) feet above the ground (surface grade). The "face plate" of the "Knox" box shall be flush with the exterior facade of the structure/building. All "Knox" boxes (and/or Knox Locking Vaults) shall be located directly above (or as close as reasonably possible to) the main entrance to the structure/building.
I. 
Knox Box Contents. All Knox Boxes shall contain labeled keys, easily identified in the field to provide access into the property and/or building, and to any locked areas within the said building as the Fire Chief may direct.
J. 
Enforcement. Enforcement of this Section shall be accomplished through citations issued by the Fire Chief or his/her designee or by the St. Robert Building Official or Zoning Inspector.
K. 
Penalties For Violations. Violation of the provisions of this Section or failure to comply with any of its requirements shall constitute a misdemeanor. Any person who violates this Section or fails to comply with any of its requirements shall upon conviction thereof be fined not more than five hundred dollars ($500.00), and in addition, shall pay all costs and expenses involved in the case. Each day such violation continues shall be considered a separate offense. Nothing herein contained shall prevent the City of St. Robert or other appropriate authority from taking such other lawful action as is necessary to prevent or remedy any violation.
