There shall be a Board of Health established in the City of Absecon City and organized in accordance with the provisions of the acts of the Legislature of the State of New Jersey (N.J.S.A. 26:3-1 et seq.), and the Board shall have all the powers therein mentioned and perform the duties therein prescribed.

The Board shall be composed of five members appointed by the City Council, and all terms shall be for a period of four years; provided, however, that appointments of persons to fill vacancies shall be made by the City Council as occasion shall require and for the unexpired term only.
