A. 
Excessive water use is defined as any amount greater than three hundred percent (300%) of a customer's 12-month average usage.
B. 
Excessive water use shall be calculated and billed at a discounted rate, which shall be the highest wholesale rate charged by the City.
C. 
Charges for sewerage services shall not be reduced due to excessive water use unless the Board of Aldermen determines that the excessive waster used was not processed by the City's sewerage system.
D. 
Charges related to excessive water use, including for sewerage services, shall be eligible for a payment plan. A standard payment plan shall include the full amount owed and no more than twenty-four (24) monthly payments. Standard payment plans do not require approval by the Board of Aldermen, but any deviation from a standard payment plan must be approved by the Board of Aldermen. A customer may only have one (1) payment plan in effect at any given time.

A. 
Each user shall pay for the services provided by the City based on their use of the water system as determined by water meter(s) acceptable to the City.
B. 
All monthly user charges will be based on monthly water usage.
C. 
The minimum charge per month shall be eighteen dollars fifty-six cents ($18.56). In addition each user shall pay a user unit charge for operation and maintenance, including replacement, of eight dollars fifty cents ($8.50) per one thousand (1,000) gallons of water as determined in the preceding Section.
D. 
The user charge rates established in this Section apply to all users of the City's system, regardless of the user's location.
E. 
The City of Weston shall charge Public Water Supply District No. 3 of Platte County, Missouri, three dollars sixty-six cents ($3.66) per one thousand (1,000) gallons, or fraction thereof, effective with the December 1, 2019, billing statement for water used in the preceding month.
F. 
The City of Weston shall charge Public Water Supply District No. 7 of Platte County, Missouri, two dollars eighty-four cents ($2.84) per one thousand (1,000) gallons of water, or fraction thereof, effective with the December 1, 2019, billing statement for water used in the preceding month.
G. 
The City of Weston reserves the right to add a surcharge of up to one hundred percent (100%) of the last monthly rate paid under the expired contract to the rate charged for all water supplied to the District after the expiration of the contract. The City may waive such surcharge if the Public Water Supply District is actively engaged in good faith negotiations for a new contract.

A. 
This Section levies and imposes the sewer connection fees as authorized by Section 644.052, RSMo.
B. 
The sewer connection fee per customer service connection shall be as follows:
1. 
Eighty cents ($.80) per residential customer;
2. 
Three dollars ($3.00) per water service connection for all other customers with water service connections of less than or equal to one (1) inch excluding taps for fire suppression and irrigation systems;
3. 
Ten dollars ($10.00) per water service connection for all other customers with water service connections of more than one (1) inch but less than or equal to four (4) inches excluding taps for fire suppression and irrigation systems; and
4. 
Twenty-five dollars ($25.00) per water service connection for all other customers with water service connections of more than four (4) inches excluding taps for fire suppression and irrigation systems.
C. 
Customers served by multiple water service connections shall pay such fee for each water service connection except that no single facility served by multiple connections shall pay more than the total amount of seven hundred dollars ($700.00) per year.
D. 
The annual fee imposed became effective August 28, 2000, and shall be collected in May 2001 and each May of subsequent years through December 31, 2007.
E. 
The fees collected (except as set forth hereinafter) shall be remitted to the Department of Natural Resources annually in the month of June 2001 and each June of subsequent years through December 31, 2007.
F. 
Five percent (5%) of the fee revenue collected shall be retained by the City of Weston as reimbursement of billing and collection expenses.
G. 
This Section shall authorize the collection of any other fees and charges as may be required and authorized by Section 644.052, RSMo.

A. 
A water service connection fee shall be charged for each water service connection made to the City of Weston's water system. The fee for connection shall be equal to the cost of materials plus two thousand dollars ($2,000.00). Upon request for water service connection, the Superintendent of Public Works shall estimate the cost of materials. The person, firm or corporation desiring to obtain water service connection from the City of Weston shall deposit with the City Collector a deposit in the amount of the estimated cost of materials plus two thousand dollars ($2,000.00). The additional cost, if any, shall be paid within ten (10) days of the date of completion of the work. If a refund is due, the City of Weston shall make the refund within ten (10) days of the date of completion of the work. If the additional cost is not paid within ten (10) days of the completion of the work, the water service shall be disconnected until full payment is received by the City. The City of Weston may provide water to users outside the City limits of the City of Weston but shall not be obligated to provide service connections at the above referred to rates.

B. 
Water Meter Deposits.

1. 
Any person, corporation or other legal entity desiring to obtain water service from the City of Weston for a property that they are purchasing to reside in shall deposit with the City Collector a deposit in the amount of one hundred twenty-five dollars and 00/100 ($125.00).
2. 
Any person, corporation or other legal entity desiring to obtain water service from the City of Weston for a property that they are leasing or renting to reside in shall deposit with the City Collector a deposit in the amount of one hundred seventy-five dollars and 00/100 ($175.00).
3. 
Any person, corporation or other legal entity desiring to obtain water service from the City of Weston for a business shall deposit with the City Collector a deposit in the amount of one hundred fifty dollars and 00/100 ($150.00).
4. 
Said deposits shall be returned to such person, corporation or other legal entity upon either presentation of receipt of payment of such deposit and upon discontinuance of service in which case the deposit shall be used and applied by the City Collector in payment of any account owed to the City by such person, corporation or other legal entity or upon the written request of the residential account holder who has attained the age of sixty-five (65) years (for return of residential deposits only).
C. 
A penalty in the amount of ten percent (10%) of the amount of the delinquent bill shall apply on all metered water, sewer or trash service bills remaining unpaid after the 10th day of the month.

D. 
The water service shall be subject to discontinuance without further notice on the twenty-fifth (25th) day of each month in which delinquent water, sewer or trash service remains unpaid.
E. 
A charge of twenty-five dollars ($25.00) shall be paid by the person, firm or corporation to whom residential water service is to be resumed, where water service has been disconnected the first (1st) time by reason of the failure of the person, firm or corporation to pay the residential water, sewer or trash bill. A charge of twenty-five dollars ($25.00) shall be paid by the person, firm or corporation to whom business or commercial water service is to be resumed, where water service has been disconnected the first (1st) time by reason of the failure of the person, firm or corporation to pay the business or commercial water sewer or trash bill.
A charge of fifty dollars ($50.00) shall be paid by the person, firm or corporation to whom residential water service is to be resumed, where water service has been disconnected the second (2nd) time by reason of the failure of the person, firm or corporation to pay the residential water, sewer or trash bill. A charge of fifty dollars ($50.00) shall be paid by the person, firm or corporation to whom business or commercial water service is to be resumed, where water service has been disconnected the second (2) time by reason of the failure of the person, firm or corporation to pay the business or commercial water, sewer or trash bill.
A charge of one hundred dollars ($100.00) shall be paid by the person, firm or corporation to whom residential water service is to be resumed, where water service has been disconnected the third (3rd) time by reason of the failure of the person, firm or corporation to pay the residential water, sewer or trash bill. A charge of two hundred dollars ($200.00) shall be paid by the person, firm or corporation to whom business or commercial water service is to be resumed, where water service has been disconnected the third (3rd) time by reason of the failure of the person, firm or corporation to pay the business or commercial water, sewer or trash bill.
The Board of Aldermen may permanently remove water service to any person, firm or corporation who has been disconnected three (3) or more times for failure to pay the bill for water, sewer or trash service.
Any person, firm or corporation to whom residential, business, or commercial water service is to be resumed, where water service has been disconnected, may have the reconnection fee reset to the first (1st) time fee of twenty-five dollars ($25.00) so long as there have been no water disconnections for non-payment within the proceeding two (2) years; or water payments on the individual's account have been made prior to or by the 10th of each month for one (1) year.

F. 
Any payment by a person, firm or corporation of water, sewer or trash service charges where said person, firm or corporation has any delinquent water, sewer or trash service charges shall be applied proportionately to each of the water, sewer or trash service charges of said person, firm or corporation. No new water, sewer or trash service shall be provided to any person, firm or corporation with any unpaid water, sewer or trash charges.
G. 
A fee of one thousand five hundred dollars ($1,500.00) shall be paid for inspection of a sewer service connection.

A. 
This Section levies and imposes the Missouri primacy fee authorized by Section 640.100, RSMo.
B. 
The annual Missouri primacy fee per customer service connection with meters less than one (1) inch in size shall be three dollars twenty-four cents ($3.24); the annual Missouri primacy fee per customer service connection with meters greater than one (1) inch but less than or equal to two (2) inches in size shall be seven dollars forty-four cents ($7.44); the annual Missouri primacy fee per customer service connection with meters greater than two (2) inches but less than or equal to four (4) inches in size shall be forty-one dollars sixteen cents ($41.16); and the annual Missouri primacy fee per customer service connection with meters greater than four (4) inches in size shall be eighty-two dollars forty-four cents ($82.44).
C. 
Customers served by multiple connections shall pay an annual Missouri primacy fee based on the above rates for each connection, except that no single facility served by multiple connections shall pay a total of more than five hundred dollars ($500.00) annually.
D. 
The annual Missouri primacy fee period is September first (1st) through August thirty-first (31st) of each succeeding calendar year and shall be billed in May of 2007 and each May of subsequent years.
E. 
The fees collected (excepted as set forth hereinafter) shall be remitted to the Department of Natural Resources within sixty (60) days following the end of the calendar quarter in which said fees are collected.
F. 
The City of Weston shall keep two percent (2%) of the fees being remitted for the purpose of reimbursing its expenses for billing and collection of the fees.
