Notwithstanding any other provision with respect to purchase contracts by competitive or purchase proposals and pursuant to the provisions of General Municipal Law § 103(1), the Town may award contracts governed by this chapter to a responsive and responsible bidder on the basis of best value, as defined in this chapter.
