A. The President of Council, the Vice President of Council and the Borough
Manager shall comprise the Executive Committee of Council. The Executive
Committee shall be a standing committee of Council, and the President
of Council shall be the Chairman of the Executive Committee.
B. The President of Council may appoint other elected or appointed officials
of the Borough to serve on the Executive Committee as, for example,
the Chairman of the Finance and Budget Committee, the Borough Secretary,
the Borough Treasurer, the Finance Director, and the like. However,
all individuals appointed to the Executive Committee by the President
of Council shall serve at the pleasure of the President, and not more
than one Councilman, other than the President of Council and the Vice
President of Council, shall serve on the Executive Committee at any
one time.
C. The rules applicable to other standing committees of Council and set forth in §
15-19E,
F and
G shall be applicable to the Executive Committee.
A. By not later than the second regular meeting of Council after the
biennial organization meeting of Council, the President of Council
shall appoint the Councilmen who are to serve on the following standing
committees of Council:
(1) Finance and Budget Committee.
(2) Law and Ordinance Committee.
(4) Utilities, Cable Television and Public Works Committee.
B. Each standing committee of Council shall be comprised of not less
than two and not more than three Councilmen, including the President
of Council if he chooses to appoint himself to a standing committee.
C. The Councilman whose name is announced or whose name appears on a
committee membership list as the first member of a standing committee
shall be the Chairman of that committee. However, if the President
of Council chooses to appoint himself as one of the two or three members
of a standing committee, he shall not serve as the Chairman of that
committee.
D. A standing committee shall serve at the pleasure of the President
of Council.
E. The function of a standing committee of Council shall be to review
and study such matters as are expressly or impliedly within its purview
and such matters as are assigned to it by Council or the President
of Council and to report its findings, conclusions, and recommendations
to Council or the President of Council within such time as Council
or the President of Council may prescribe.
F. Except for such powers as are granted by Council to a standing committee
with respect to administrative, business or proprietary matters of
a routine nature, a standing committee of Council shall have no authority
or power to act for Council in any manner or matter and shall have
no authority or power to exercise any governmental or legislative
power. A vote of the members present at a meeting of a standing committee
of Council shall not be binding on the members of the committee, and
the vote shall be deemed to be but a consensus or a representation
of viewpoints at the time.
G. It shall be the responsibility of the chairman of a standing committee
of Council to schedule or call meetings of the committee and to give
the members of the committee such oral or written notice of the date,
time and place of a meeting as he may deem necessary or appropriate.
Except where the President of Council is a member of a standing committee
or has directed otherwise, the chairman of a standing committee shall
notify the President of Council of the date, time, place and purpose
of a meeting of the committee.
H. The President of Council may attend the meetings of any standing
committee of which he is not a member and may participate in the discussions
of that committee. However, the President shall not be entitled to
vote or to participate in a consensus at a meeting of a standing committee
of which he is not a member.
A. In addition to the standing committees of Council referred to in §§
15-18 and
15-19, the President of Council may from time to time appoint such special committees of Council as he may deem necessary or appropriate to review and study particular matters.
B. The rules applicable to standing committees of Council and set forth in §
15-19B through
H shall be applicable to special committees of Council.
A. Council may from time to time appoint such ad hoc committees of the
Borough as it may deem necessary or appropriate to review and study
special matters or problems. An ad hoc committee shall report its
findings, conclusions and recommendations to Council within such time
as Council may prescribe.
B. An ad hoc committee of the Borough may be comprised solely of Councilmen,
solely of residents of the Borough, or an admixture of Councilmen
and residents. However, if Councilmen are appointed to an ad hoc committee,
not more than three Councilmen shall be appointed.
C. When an ad hoc committee of the Borough is appointed by Council,
Council shall name the member of the committee who is to be the chairman
of the committee.
D. An ad hoc committee of the Borough shall serve at the pleasure of
Council.
E. The rules applicable to standing committees of Council and set forth in §
15-19F and
G shall be applicable to ad hoc committees of the Borough.
A. By not later than the second regular meeting of Council after the biennial organization meeting of Council, the President of Council shall appoint the three Councilmen who are to serve on the Fire Department Committee pursuant to Chapter
24, Fire Department.
B. The Councilman whose name is announced or whose name appears on the
Fire Department Committee membership list as the first Council member
of the Fire Department Committee shall be the Chairman of the Committee.
If the President of Council chooses to appoint himself as one of the
three Council members of the Fire Department Committee, he may name
himself as Chairman of the Committee.
C. The rules applicable to standing committees of Council and set forth in §
15-19F shall be applicable to the Fire Department Committee.

A. Upon the establishment of this Committee by ordinance, and, thereafter,
by not later than the second regular meeting of Council after the
biennial organization meeting of Council, Council shall appoint the
three members which have been appointed to and/or are members of the
Utilities, Cable Television and Public Works Committee together with
two residents of the Borough of Lewistown, to the Educational and
Governmental (EG) Channel Committee (hereinafter "EG Channel Committee")
for a total membership of five persons. From their number, the Committee
shall elect a Chairman and a Vice Chairman of the Committee.
B. The members of the Committee shall serve at the pleasure of Borough
Council.
C. The Committee so established shall be responsible for the implementation
and establishment of an EG Channel for the Borough of Lewistown. Thereafter,
it shall be responsible for routine administration and for the routine
"day-to-day operations" of the EG Channel.
D. The mission of the EG Channel shall be to provide information services
of a governmental and educational nature, to include not only programs
of a strictly educational nature but also to include school extracurricular
activities such as theatre, music and athletic activities, and to
otherwise provide information of a governmental, educational, and
community interest/community benefit nature.
E. The Committee will develop rules and regulations as well as guidelines
as to content of programming, which shall be submitted to Council
for final approval.
F. The Committee shall report to the President of Council, as requested
and as necessary and appropriate, and shall provide a monthly report
to the Borough Manager and to Borough Council detailing the operations
of the EG Channel, including, but not limited to, financial matters.
G. The Committee shall by November 1 of each year submit to the Borough
Manager a proposed budget for EG Channel operations, for inclusion
in the budget of the Borough to be approved by Council.
H. The Committee shall recommend to Borough Council any proposed employees,
interns or volunteers that it deems necessary and appropriate. Borough
Council shall have final approval of the retention and of the termination
of any employees, interns or volunteers.
I. The Committee shall recommend to Borough Council such consultants,
if any, that are necessary in its opinion to be retained by the Borough
in the operation and maintenance of the EG Channel. Borough Council
shall have final approval of the retention of any consultants.
J. The President of Council may attend the meetings of the EG Channel
Committee and may participate in the discussions of the Committee.
However, the President of Borough Council shall not be entitled to
vote at a Committee meeting unless he or she is a member of the EG
Channel Committee.
K. Except to the extent that such are contrary to the aforesaid provisions relating to the EG Channel Committee, in which case the aforesaid provisions shall apply, the rules applicable to standing committees as set forth in §
15-19F and
G shall be applicable to the EG Channel Committee.
