A.
The function of the City Traffic Engineer with all powers, duties and authority given in this Title shall vest in the State Highways and Transportation Commission for all controlled access highways, either divided or undivided, and other highways, streets or highways, or State highways as defined in Section 300.010, hereinafter called "highway," which are presently in existence and maintained by the State Highways and Transportation Commission and all such highways which are in the future built, constructed or which the State Highways and Transportation Commission assumes the responsibility to maintain within the corporate limits or within any area annexed by the City.
B.
The State Highways and Transportation Commission shall have exclusive authority to place and maintain traffic control signs, signals and devices on all highways maintained by the State Highways and Transportation Commission and is given express authority to delegate to the District Engineer any power or authority vested in the State Highways and Transportation Commission by this Title.
