A person commits the offense of trespass of a school bus if
he/she knowingly and unlawfully enters any part of or unlawfully operates
any school bus.
A person commits the offense of reckless burning or exploding
when he/she knowingly starts a fire or causes an explosion and thereby
recklessly damages or destroys a building or an inhabitable structure
of another.
A person commits the offense of negligent burning or exploding
when he/she with criminal negligence causes damage to property of
another by fire or explosion.

A. Definitions. The following words, when used in this
Section, shall have the meanings set out herein:
BARBECUE GRILL
Opened or closed grills that are fueled by one (1) or more
of the following: electricity, natural gas, LP gas or charcoal.
BONFIRE
A fire built in the open air for warmth, entertainment or
celebration.
OUTDOOR FIREPLACE
A non-portable device designed and intended to contain and
control outdoor wood fires. Outdoor fireplaces are normally constructed
of stone, concrete, or other non-combustible material.
PORTABLE FIRE PIT
A device designed and intended to contain and control outdoor
wood fires that are placed on a non-combustible surface at least one
and five-tenths (1.5) times larger than the size of a fire pit.
SOLID WASTE
Garbage, refuse and other discarded materials, including,
but not limited to, solid and semi-solid waste materials resulting
from industrial, commercial, agricultural, governmental and domestic
activities, but does not include hazardous waste as defined in Sections
260.360 to 260.432, RSMo., infectious waste, recovered materials,
overburden, rock, tailings, matte, slag or other waste materials resulting
from mining, milling or smelting. Solid waste does not include yard
waste, as defined herein.
YARD WASTE
Leaves, grass clippings, yard and garden vegetation and Christmas
trees. The term does not include stumps, roots or shrubs with intact
root balls.
B. It shall be unlawful to burn any solid waste or yard waste in any
street, alley, easement or other public right-of-way.
C. It shall be unlawful to burn solid waste or to have a bonfire on
any property, unless a permit has been obtained from the Fire Department
pursuant to the requirements of Section 307.1.2 of the 2015 International
Fire Code.

D. Burning of yard waste is prohibited after sunset and prior to sunrise.
E. Barbecue grills, portable fire pits, including chimeneas, and outdoor
fireplaces are permitted on properties. No person shall cause the
use of a barbecue grill, portable fire pit or outdoor fireplace to
be used or maintained in such a manner as to cause a public nuisance.
Open burning that is offensive, hazardous or objectionable, due to
smoke emissions, atmospheric conditions or local circumstances shall
be prohibited.
F. The Police Chief, or his designee, is hereby authorized to order
the immediate extinguishment of any open burning at his discretion.
