The City Treasurer shall be elected and hold his office for
four years and until his successor is elected and qualified.
It shall be the duty of the City Treasurer to report to the
City Clerk any officer authorized to receive money for the use of
the City who may fail to make a return of the moneys received by him
at the time required by law or by the ordinances of the City.
The City Treasurer shall keep his books and accounts in such
manner as to show with entire accuracy all moneys received and disbursed
by him for the City, stating from whom and on what account received,
and to whom and on what account paid out, and in such a way that the
books and accounts will exhibit at all times the true financial condition
of the City, and in such manner as may be readily investigated and
understood; and the same, together with all files and papers of such
office, shall be at all times open to examination by the Mayor, the
City Clerk, the Committee on Finance, Ordinance, Building and Zoning
or any member of the City Council.
The City Treasurer shall, at the first regular meeting in each
month, render an account, under oath, showing the state of the treasury
at the date of such account, the condition of each appropriation,
and the balance of money in the treasury. He shall also accompany
such account with a statement of all moneys received into the treasury
and on what account, together with all warrants redeemed and paid
by him, which said warrants, with any and all vouchers held by him,
shall be delivered to the City Clerk, and filed with said account
in the City Clerk's office upon the days of such settlement. He shall
return all warrants paid by him stamped or marked "paid." He shall
keep a register of all warrants.
The City Treasurer shall annually, on or before the last day
of October, make out and file with the City Clerk a full and detailed
account of all the receipts and expenditures of the City, and of all
his transactions as such Treasurer during the preceding fiscal year,
which statement shall exhibit, under separate and appropriate headings,
the several accounts with the several funds or appropriations. It
shall be the duty of the City Clerk to submit his counter financial
report, together with the annual report of the Treasurer aforesaid,
to the Mayor and Committee on Finance, Ordinance, Building and Zoning
of the Council; and if the Mayor and said Committee shall be satisfied
that said Treasurer's report properly exhibits the true financial
condition of the City, they shall return the same to the City Clerk,
who shall cause the report of the Treasurer to be published in some
newspapers published in the City.
The City Treasurer shall perform such other duties as are prescribed
by law or ordinance.
