As used in this chapter, the following terms shall have the meanings indicated:
PHOTOGRAPHER
Any person operating, managing, or maintaining a photographic studio, a finishing or developing plant or a portrait-copying house, or a business of a slide maker, or of an itinerant or transient photographer or the business of photography for any purpose.
No person shall engage in the business of a photographer without a license therefor. The provisions of this section shall not apply to photographing for or developing of motion-picture films.
The annual fee for a photographer's license shall be set from time to time by the City Council.

Any person violating this chapter shall be fined as set forth in Chapter 1, Article III, Penalties and Enforcement, of the City Code.
