The
Mayor, with the advice and consent of a majority of the Board of Aldermen,
at the first meeting after each annual certification from the St.
Louis County Board of Elections is received, shall appoint a suitable
person as City Attorney, who shall then hold office until his/her
qualified successor is appointed and approved by the Board of Aldermen;
provided, however, that an appointment may occur at any time there
is a vacancy in the office of City Attorney, whether that is at the
first meeting after election certification is received or at any other
time.
