A. 
There is hereby created a tree and landscape commission to be designated as the "Tree and Landscape Commission". The Tree and Landscape Commission shall consist of five (5) residents of the City appointed by the Board of Aldermen. The members shall initially be appointed for staggered terms with two (2) members serving a one (1) year term, two (2) members serving a two (2) year term and one (1) member serving a three (3) year term. Thereafter, members shall serve terms of three (3) years. Members shall serve until new members are appointed and qualified.
B. 
The Tree and Landscape Commission shall elect its own Chairman and Vice Chairman for such terms as the Commission may determine. The Commission may adopt from time to time such rules and regulations as it may deem necessary to carry out its duties.

It shall be the responsibility of the Commission to study, investigate, counsel, develop, update annually and to administer a written landscape plan and landscape manual for the care, preservation, pruning, planting, replanting, removal or disposition of trees, shrubs and other plants in parks, along streets and in other public areas. The landscape plan shall be presented annually to the Board of Aldermen and upon acceptance and approval by the Board of Aldermen shall constitute the official comprehensive City tree plan for the City. The Tree and Landscape Commission shall act in an advisory capacity to the Board of Aldermen in matters pertaining to trees and landscaping and shall perform such other duties and render such other services as may be directed by the Board of Aldermen.

Meetings of the Commission shall be held at the call of the Chairman and at such other times as the Commission may from time to time determine. All meetings of the Commission, except executive sessions, shall be open to the public. The Commission shall keep minutes of its proceeds showing the vote of each member upon each question or, if absent or failing to vote, indicating such fact and shall keep such other records as it shall deem necessary. Executive sessions of the Board may be called by the Chairman in compliance with the Open Meetings and Records Act of the State of Missouri.
