At the first (1st) meeting of the Board of Aldermen, after the
annual general election, the Mayor shall, with the approval of the
Board of Aldermen appoint a Utility Committee, which shall be composed
of one (1) Aldermen from each ward, one (1) of whom shall, by the
Mayor, be designated as Chairman of the Committee. Said Utility Committee
shall have general charge, care, and supervision of and over the utilities
of the City and all tools and implements of the City pertaining to
the utilities. Said Committee may designate or appoint one of its
members or any person to do or carry out any of its duties or work
and said person shall have the same powers as the Committee to do
and carry out said work. Any powers heretofore by ordinance or otherwise
delegated to the Board of Aldermen relative to and concerning utilities
of the City shall be vested in the Committee on Utilities.
It shall be the duty of the Utility Committee to cause to be
carried into effect all ordinances, resolutions and orders of the
City concerning utilities; it shall see that all utilities are handled
in the manner and of material required by ordinances, orders or resolutions
of the City; it shall see that the operation of utilities shall be
as set out by ordinance in the City; it shall report to the Board
of Aldermen any violations of orders, ordinances or resolutions and
make recommendations to the Mayor and Board of Aldermen at any time
it deems necessary.
