There is hereby established by the City of Plattsburg, a Sidewalk
Replacement Incentive Program. The purpose of this Program is to encourage
property owners to replace or install commercial and/or residential
sidewalks within the City of Plattsburg, and for the purpose of setting
up an agreement regarding contribution and cooperation between the
City and residents and businesses for the purposes of establishing
new sidewalks or replacing existing sidewalks.

It is understood that this is to be a reimbursable program,
the initial costs of the project to be borne by the property owner,
and eligible expenses as described herein will be reimbursed upon
completion of the project and the necessary administrative processing
by the City of Plattsburg. It is understood that funding will be provided
on a first come, first serve basis, and will last only as long as
budgeted funds are available through the City.

A. Generally. Residential sidewalks are to be approved prior
to construction by the City. The amount to be paid must be agreed
upon by the City prior to construction. It must be inspected by a
representative of the City, named by the City, immediately prior to
and immediately after the pouring of the concrete for the sidewalk.
1. The rate of reimbursement for sidewalk replacement will be set at
four dollars ($4.00) per square foot.

B. Specifications Shall be as Follows. All sidewalks shall
be constructed of concrete, being a minimum of thirty-six (36) inches
in width, a minimum of four (4) inches in thickness and shall contain
a minimum of six (6) inches reinforcing mesh. All sidewalks shall
be constructed with a minimum of two (2) inches base gravel, and be
broom finished. After completion the City will agree to haul off and
dispose of any existing concrete after the completion of the sidewalk.

All the requirements regarding the inspection and agreements
as stated above, relative to residential sidewalks shall also apply
to commercial sidewalks. They shall be identical and shall be required
of the parties in exactly the same manner as residential. Sidewalks
shall be constructed of concrete, a minimum of seventy-two (72) inches
in width (or as may currently exist), or as commercial or residential
areas may dictate. They shall be a minimum of four (4) inches thick,
and shall contain a minimum of six (6) inches reinforcing mesh. All
sidewalks shall be constructed with a minimum of two (2) inches of
base gravel, and shall be broom finished.

A. This
program shall continue for so long as the City has budgeted funds
available in its budget, and may lapse prior to the end of the budget
year if all funds in the budget have been exhausted.
B. The
City Administrator may suspend the program at any point in the fiscal
year due to exhausting of funding.

It is reiterated, as stated in Section
535.050, that prior approval by the City for construction of sidewalks must be obtained by the residential property owner or commercial property owner prior to construction of the sidewalk, and an agreed upon price and amount will be agreed upon for the construction and contribution of the City toward the construction of the sidewalk.

Failure to comply with the above stated specifications, and/or
to receive prior approval for the installation or replacement of sidewalks
with the City, will automatically disqualify the resident or business
seeking assistance from the City of any funding or contribution from
the City.
