The rates and charges for the consumption of utility services
furnished by the City, as well as the charges and fees for connection
thereto, shall be as determined by the Board of Aldermen from time
to time and placed on file in the office of the City Clerk.

The City is hereby authorized to bill and collect for natural
gas at the rates set forth below.
Each customer's total charge shall be an aggregate of the base
rate, the operations charge, and the gas cost.

Gas cost shall be defined as the actual cost incurred by the
City for the purchase of natural gas, delivery of the natural gas
to the City via pipeline, and natural gas storage fees incurred by
the City for the most recent service month. These costs shall be divided
equally per unit billed to the customers.

A. All
gas meters shall be read and a bill rendered monthly as services accrue;
that all bills shall be due and payable from and after the date such
bills are rendered, at the office of the City Clerk, during the regular
hours of business.
B. The above rates, listed in Section
700.250, will be raised as increases are received by the City of Plattsburg from their supplier Williams Gas Company. Increases will be attached and become a part of Section
700.250.

The charge for connection to the City's Gas Works shall be as provided in the Public Works Price Schedule set out in Section
500.130 of this Code and in accordance with any subsequent amendments thereto.

A. No
new or replacement gas meter shall be installed by City without verification
that said meter has been calibrated and found to be accurate by the
manufacturer or other independent testing service and that such calibration
shall be at no cost to the customer receiving a new replacement meter.
B. In
the event a customer disputes the accuracy of the meter currently
serving their business or residence, the customer may request and
the City shall cause to be conducted an independent testing and calibration
of said gas meter subject to the following fees and conditions:
1. City shall remove meter in question and replace with a new or replacement
meter within thirty (30) days of customer's request for calibration.
2. Customer shall provide City with a deposit equal to the cost of the
calibration test and any shipping and handling charges incurred by
the City to and from the calibration company.
3. Customer shall be provided with a copy of the calibration results.
4. In the event the calibration testing determines that the meter is
accurate or under reports volume, the City shall retain such deposit.
5. In the event, the calibration testing determines that meter over
reports volume, the City shall return customer's calibration deposit
and shall provide a credit or repayment for the past six (6) months'
natural gas payments in the same percentage as the meter is found
to over report volume.
6. Such service shall be limited to one (1) calibration request per
location in any twenty-four-month period. However, in the event that
a customer desires more than one (1) calibration per location in a
twenty-four-month period, the City may accommodate said customer as
time permits; however, customer shall be charged an amount equal to
the time and material required for City personnel to remove and replace
the meter. This charge shall be in addition to the deposit requirement
above. City retains the right to determine whether there is adequate
justification to conduct said additional calibration by comparing
usage to past usage at the same location.

at the rates set forth below:
It shall be noted that all rates are per one thousand (1,000)
gallons of water. With the exception of the first one thousand (1,000)
gallons — which shall be included in the minimum usage charge
— each subsequent one thousand (1,000) gallons of usage shall
be prorated in one hundred (100) gallon increments.

A. The City is hereby authorized to bill and collect from wastewater
customers at the rates set forth below. Wastewater for customers shall
be charged on the basis of the average monthly water usage for the
months of January, February, and March. This basis shall be reestablished
each year. Unit charges after the first one thousand (1,000) gallons
shall be prorated.

B. Properties in compliance with the City of Plattsburg I & I Inspection
Program will receive a discount in the amount of ten dollars ($10.00)
per month on the minimum charge of their wastewater bill.
C. Residential wastewater customers which do not use a metered connection
to the Plattsburg potable water system as their sole source of tap
water and new residential wastewater accounts without an established
usage history for the purpose of determining average water usage from
January through March shall be billed based upon an assumed average
water usage of five thousand (5,000) gallons per month.
D. Commercial, industrial, and institutional wastewater customers which
do not use a metered connection to the Plattsburg potable water system
as their sole source of tap water and new commercial, industrial,
and institutional wastewater accounts without an established usage
history for the purpose of determining average water usage from January
through March shall be billed based upon an assumed average water
usage of ten thousand (10,000) gallons per month.
E. The City Administrator or his/her designee may require any new commercial,
industrial, or institutional wastewater customers to meter their water
usage as a condition of being provided wastewater service if he/she
has reason to believe that the sewer system usage may not be accurately
reflected by a January through March average or if an assumed average
water usage of ten thousand (10,000) gallons per month is substantially
less than true usage.

When severe drought conditions seriously deplete the normal
water supply of the City of Plattsburg and it is necessary to pump
and/or haul water to supply the water needs of the water users of
the City of Plattsburg, the City, in its discretion, shall have the
power to increase the water rates normally in effect by an amount
necessary to cover the cost of pumping water, hauling water and/or
purchasing equipment necessary to pump and/or haul water.
