Wherever this Chapter shall declare that violation thereof shall
constitute an offense, or the violator thereof shall be deemed guilty
of an offense, or this Chapter shall declare an action or conduct
to be unlawful or illegal, any person convicted of such violation
shall be punished by a fine not to exceed five hundred dollars ($500.00)
or by sentence to jail for a term not to exceed ninety (90) days or
by both such fine and jail term.

Nothing herein shall affect the right of the City and/or its
departments to collect all amounts due and owing by any consumer or
owner through judicial or other lawful means.
