The Marshal shall be Chief of Police and shall have power at all times to make or order an arrest, with proper process, for any offense against the laws of the City or the State, and to keep the offender in the City Prison or other proper place to prevent his/her escape until a trial can be had before the proper officer, unless such an offender shall give a good and sufficient bond for the period before his/her appearance for trial. He/she shall have power to make arrests without process in all cases in which any offenses against the laws of the City or the State are committed in his/her presence.

It shall be the Marshal's duty to keep the Mayor, or in his/her absence, the President of the Board of Aldermen, constantly advised as to the condition of the streets, sidewalks and culverts within the City. He/she shall also perform, or cause to be performed, all such duties in the City elections as are required to be performed in State or City elections by the Sheriff or constables. It shall also be his/her duty as Marshal to execute all orders and process arising under the ordinances of the City, and the Marshal shall be a conservator of the peace and active and vigilant in the preservation of good order within the City. The Marshal shall keep the Mayor advised daily of all crimes committed within the City since his/her last report. The Marshal shall, at all times, perform all such duties as the Mayor or the Board of Aldermen may from time to time by ordinance, resolution or order require.
