A.
No person,
firm or corporation shall park a trailer or pole trailer on any street
in the Township under any circumstances if it is unattached or not
connected to a towing vehicle by at least one chain or cable, in addition
to the hitch bar, of sufficient strength to hold the motor-drawn vehicle
on a hill if the hitching bar becomes disconnected, or provided with
an adequate device to prevent its rolling backward, as required under
N.J.S.A. 39:4-54 for highway operation.
B.
No person
shall permit any truck or other vehicle designed to transport flammable
or toxic substances, and carrying such substances, to be parked within
200 feet of any residential zone, except when making a delivery of
such substance to a residential dwelling. If any truck or other vehicle
is being used to deliver said flammable or toxic substance, it shall
be permitted to park in the vicinity of the delivery place only for
such time as is necessary to make such delivery.
C.
No person
shall leave, park, abandon, or otherwise allow or cause to be parked
on any private residential property or Township street immediately
adjacent to said property more than one commercially registered vehicle
at any time.
D.
No person
shall leave, park, abandon, or otherwise allow or cause to be parked
on any Township street any commercial storage containers, pods, dumpsters
or similar containers except by permit only.
E.
Nothing
contained within this section shall be construed to prevent any such
vehicle from making deliveries of merchandise or other property to
the premises on the street along which said vehicle is so parked,
nor to prevent the parking of any such vehicle by any public utility
company in connection with the construction, installation, operation
and maintenance of public utilities, nor to prevent the parking of
vehicles attending to an emergency.
F.
No person
shall sell or display more than one vehicle, boat, trailer or equipment
of any kind from any location except from his or her residential driveway
or yard, if legally registered at that residence. Any and all dealer
vehicles and equipment shall only be displayed from approved auto
sales lots within the Township.

E.
Signs, pavement markings, installation and maintenance. The owners of the premises referred to in Subsections C and D shall provide and install signs and pavement markings for each parking space reserved for use by handicapped persons, which signing and markings shall be in accordance with the Manual on Uniform Traffic Control Devices. The costs of procurement and installation of the signs and pavement markings shall be the responsibility of the owner of said property. The owner shall, subsequent to initial procurement and installation, maintain such sign and pavement markings in good condition at no cost or expense to the Township. The owner shall be responsible for the repair and restoration or replacement of the same.
F.
Penalty clause. In any space on public or private
property appropriately marked for vehicles for the physically handicapped
pursuant to P.L. 1977, c.202 (N.J.S.A.39:4-197.5); P.L.1975, c.217
(N.J.S.A. 52:27D-119 et seq.); N.J.S.A. 40:48-2.46 or any other applicable
law unless the vehicle is authorized by law to be parked therein and
handicapped person is either the driver or a passenger in that vehicle.
State, county or municipal law enforcement officers or parking enforcement
authority officers shall enforce the parking restrictions on spaces
appropriately marked for vehicles for the physically handicapped on
both public and private property. Pursuant to P.L. 2003, c.
161,[1] the penalty for this violation must be $250 for the first
offense and for subsequent offenses there must be a fine of at least
$250 and up to 90 days of community service or any such term and such
form as the court shall deem appropriate or any combination thereof.

D.

A.
Declaration. The Township has determined that all-terrain vehicles
and dirt bikes operated on the main traveled portions of public streets,
highways, and rights-of-way in violation of N.J.S.A. 39:3C-17 pose
an immediate threat to the public health, safety, or welfare.
B.
No person shall operate an all-terrain vehicle or dirt bike upon
the main traveled portion of any public street or highway or within
the right-of-way limits, except under the following conditions:
(1)
If properly registered, all-terrain vehicles and dirt bikes may cross,
as directly as possible, public streets or highways, except limited
access highways, provided that such crossing can be made in safety
and that it does not interfere with the free movement of vehicular
traffic approaching from either direction on the public street or
highway, after it has come to a complete stop and yielded to the right-of-way
to all vehicular traffic upon any public street or highway before
crossing the public street or highway.
(2)
If it is impracticable for a properly registered all-terrain vehicle and dirt bike to gain immediate access to an area adjacent to a public highway where it may be operated in accordance with Subsection B(1), then the all-terrain vehicle or dirt bike may be operated adjacent and parallel to the public highway for the sole purpose of gaining access to the area of lawful operation.
C.
Any all-terrain vehicle or dirt bike found to have been operated in violation of § 213-36B shall be impounded as contraband by the Police Department in accordance with the provisions of N.J.S.A. 39:3C-35. Further, said all-terrain vehicle or dirt bike impounded shall be subjected to forfeiture and disposed of in accordance with the provisions of N.J.S.A. 2C:64-1 et seq.
D.
Violations and penalties. In addition to the impoundment and forfeiture
provisions above, any person violating or failing to comply with any
of the provisions of this section shall, upon conviction thereof,
be punishable by a fine of $100 for the first offense, and for subsequent
offenses a fine of at least $100 and not more than $2,000, or by imprisonment
for a term not exceeding 90 days, or community service for a term
not exceeding 90 days. The continuation of such violation for each
successive day shall constitute a separate offense, and the person
or persons allowing or permitting the continuation of the violation
may be punished as provided above for each separate offense.
