The Village Board shall manage, operate, and control the municipal Water and Sewer Utility and shall have all of the powers described by state statutes and Chapter
1, Article VI, of this Code.

The provisions of Ch. PSC 185, Wis. Adm. Code, and all related state statutes, are adopted by reference and made a part of these rules as if set forth in full. A violation of any such rules shall constitute a violation of this article and shall be punishable as provided in §
14-5 of this article.

The water rates shall be enacted by ordinance or resolution
of the Village Board, upon recommendation of the Village Board, and
shall be filed with and approved by the State Public Service Commission.

Any person who shall violate any of the provisions of this article,
or who shall violate any provision of the Wisconsin Statutes, Wisconsin
Administrative Code or any other materials which are incorporated
by reference, shall, upon conviction of such violation, be subject
to a penalty, which shall be as follows:
A. Penalty. Any person, upon conviction of violation, shall be punishable as prescribed in Chapter
40, Fees and Penalties, of this Code.
B. Continued violations. Each violation and each day a violation continues
or occurs shall constitute a separate offense. Nothing in this article
shall preclude the Village from maintaining any appropriate action
to prevent or remove a violation of any provision of this article.
No person will be permitted to do any plumbing or pipe fitting
work in connection with the water and sewer system without first meeting
the requirements of Ch. 145, Wis. Stats.
Mains must always be tapped at a forty-five-degree vertical
of the upper quadrant and not within six inches of a fitting or another
tap.
