The Board of Supervisors of the Township of Lancaster finds and declares that it is necessary and helpful to establish a residential permit parking zone, requiring permits for curbside parking, for the following reasons:
A. 
To reduce parking congestion.
B. 
To reduce hazardous traffic conditions resulting from the use of streets in residential areas by vehicles parked by persons not residing in the residential area.
C. 
To protect the residents of the residential areas from unreasonable burdens in gaining access to their own residences.
D. 
To preserve the character of the residential areas as residential.
E. 
To preserve the value of properties in the residential areas.
F. 
To promote traffic safety and the safety of children and other pedestrians in these residential districts.
G. 
To facilitate movement of traffic in the event of accidents and other disasters.
H. 
To reduce dangers arising from the blocking of fire lanes, hydrants and other facilities required by emergency vehicles, including the ability to reach victims and transport them to health care facilities.
I. 
To promote peace, comfort, convenience and welfare of all inhabitants of the Township.
A. 
A residential parking permit shall be issued only to the owner or operator of a motor vehicle who is a resident on a street within the residential parking permit zone.
B. 
An applicant for a residential parking permit is entitled to only one residential parking permit for each motor vehicle owned or leased by that applicant.
C. 
No more than three residential parking permits shall be issued for all the residents of any one dwelling unit, except that only one permit may be issued per dwelling unit or efficiency unit within a multifamily dwelling.
D. 
No more than three residential parking permits may be issued to all the residents of any one structure or building.
E. 
A residential parking permit may be issued only for a vehicle bearing a valid state license plate, registration and current inspection certificate. Should any vehicle cease to bear a valid state license plate, registration and current inspection certificate, the residential parking permit for that vehicle shall immediately become invalid.
F. 
No residential parking permit may be transferred to any individual other than the applicant.
G. 
No residential parking permit may be issued for an oversize vehicle, nonmotorized vehicle including a trailer, or recreational vehicle.
H. 
No business parking permit or residential parking permit may be issued until all fines, parking tickets, and obligations of any kind to the Township of Lancaster have been paid in full.
I. 
All prior permits must be removed from the vehicle upon receipt of a new or annually reissued permit.
A. 
A person who intends to provide services to any residents at the resident's residence, or to a building in the residential parking permit zone, shall be entitled to have the resident or owner apply for a business parking permit.
B. 
A business parking permit shall be valid for the period during which the applicant for a business parking permit intends to provide the services for which the application is sought, as shown on the application for the permit, but in no case for longer than 30 days from the date when issued. A business parking permit may be renewed in the event that the providing of services reasonably extends for a longer period than 30 days.
C. 
No business parking permit may be issued to any resident or owner of a building in the residential parking permit zone.
D. 
The resident (with whom the business parking permit applicant intends to provide services) shall be considered the holder of the business parking permit and shall be responsible for the use or misuse of the business parking permit.
E. 
The business parking permit issued by the Township shall contain the expiration date of the business parking permit and the information required to be submitted on the application form.
A. 
Each property in the residential parking permit zone will receive two permit tags annually, free of charge. Tags are transferable within the residence.
B. 
If a third tag is requested, the fee is $25, and the resident should follow the process as listed below:
(1) 
An applicant for a residential parking permit shall make an application on a form prepared by the Township administration, providing the following information:
(a) 
The name and address of the owner of the vehicle.
(b) 
The name, residential address and driver's license number of the principal operator of the vehicle.
(c) 
The signature of the applicant for the residential parking permit.
(2) 
An applicant for a residential parking permit shall also supply the following to be photocopied by the Township:
(a) 
The applicant's current driver's license displaying an address within the residential parking permit zone for which the permit is requested.
(3) 
Annual renewal. A residential parking permit is valid for the current calendar year only. The Township shall automatically issue two new residential parking permits valid for the calendar year on or before the first day of January in each following year.
C. 
Business parking permit. An applicant for a business parking permit shall make an application on a form prepared by the Township administration, providing the following information:
(1) 
The name and address of the resident or owner to whom the services are to be provided.
(2) 
The estimated duration of the providing of services.
(3) 
The name and address of the person doing business with the resident or owner with whom business is to be conducted.
(4) 
The license plate number of the vehicle for which the business parking permit is to be issued.
(5) 
The name, residential address and driver's license number of the principal operator of the vehicle.
(6) 
The make, model, registration number and license plate of the vehicle.
(7) 
The signature of the applicant for the business parking permit.
D. 
No application shall be issued unless all the information required by this article has been properly and timely provided.
A. 
Whenever the holder of a residential parking permit, or the vehicle for which the residential parking permit has been issued, no longer fulfills any of the requirements for a residential parking permit under this article, the holder must, within five days:
(1) 
Notify the Township office of that fact.
(2) 
Remove the residential parking permit from the vehicle.
(3) 
Return the residential parking permit to the Township office.
A. 
Each property in the residential parking permit zone will receive two permit tags annually, free of charge, on or before the first day of January in each following year. Tags are transferable within the residence.

A third residential tag may be purchased for a fee of $25.
C. 
The fee for a business parking permit shall be $10 per application.
A. 
All parking permits shall be visible at any time that any vehicle is parked on any public street within the residential parking permit zone.
B. 
A residential parking permit must be located on the interior rear-view mirror with the permit side facing out.
C. 
A business parking permit shall be displayed so it is visible from either the front or rear window of the vehicle while that vehicle is parked in the residential parking permit zone.
A. 
The requirement of a business parking permit or residential parking permit shall not apply to any service or delivery vehicle when used to provide services to or to make deliveries to a residence in the residential parking permit zone, provided that the parking of the service or delivery vehicle within the residential parking permit zone does not exceed four hours in duration on any given day.
B. 
The parking of any such vehicle within the residential parking permit zone for a longer period will require the issuance of a business parking permit.
A. 
At least two signs shall be erected by the Township administration on each side of each block in the residential parking permit zone.
B. 
The signs shall advise the public that curbside parking on public streets in the residential parking permit zone for more than 30 minutes is prohibited in the residential parking permit zone between the hours of 7:00 a.m. to 5:00 p.m., except on Saturday, Sunday and holidays, unless the parked vehicle displays a residential or business parking permit.
A reference to "resident" or "residence" in this article refers to a person who occupies real estate within the residential parking permit zone as his/her principal residence.
A. 
In addition to any violation of any of the other terms of this article, it shall be a violation of this article for any person to:
(1) 
Display a parking permit on a vehicle for which the parking permit was not issued.
(2) 
Park any vehicle without a residential parking permit or business parking permit on any public street within the residential parking permit zone for more than 30 minutes in any one day.
(3) 
Falsify or forge a business parking permit or residential parking permit.
(4) 
Display on any vehicle a falsified or forged business parking permit or residential parking permit.
(5) 
Duplicate or attempt to duplicate a business parking permit or residential parking permit, or to alter either.
(6) 
Display on any vehicle a duplicate or altered residential parking permit or business parking permit.
B. 
Any person violating any provision of this article shall, upon conviction thereof in a summary proceeding, be fined not less than $50 for each violation. In default of payment in full of any fine so imposed, any person convicted shall be imprisoned for a period not to exceed 10 days for each violation.
C. 
Any person submitting false information to any police officer or any employee of the Township for any purpose under this article shall, upon conviction thereof in a summary proceeding, be fined not less than $250 for each violation. In default of payment in full of any fine so imposed, any person convicted shall be imprisoned for a period not to exceed 10 days for each violation.
D. 
The proper issuance of a residential parking permit or business parking permit shall not excuse the observance of any other regulation of the Township or the Commonwealth of Pennsylvania.
