A. 
Purpose and intent. The Board of Trustees finds that the use of skateboards, in-line skates and roller skates in certain locations poses a significant threat to the health and safety of the community and especially to children, whose age and inexperience make them particularly vulnerable to the risks associated with these activities. It is, therefore, the intention of the Board of Trustees to exercise its authority pursuant to Article IX of the New York State Constitution and § 10 of the Municipal Home Rule Law to protect and safeguard the lives and well-being of the community, especially minors, by regulating the use of skateboards, in-line skates and roller skates in certain locations.
B. 
Definitions. The terms "in-line skates," "roller skates," and "skateboard" shall have those meanings set forth in § 388-9.
C. 
Unlawful activities.
(1) 
No person shall use or operate a skateboard, in-line skates, roller skates or a similar device on:
(a) 
Yoakum Street; and
(b) 
Fairview Road.
(2) 
It shall be a violation of this section for any person, including the parent of a minor, to aid, abet or assist another in the violation of this section.
D. 
Notwithstanding anything to the contrary herein, every person operating a skateboard, in-line skates or roller skates, where permitted, shall operate the same in strict observance of Article 34 of the New York State Vehicular and Traffic Law relating to the operation of bicycles and play vehicles, except as to those provisions which by their nature can have no application.
E. 
Penalties for offenses. Any person violating any provision of this section shall be guilty of a violation and upon conviction thereof shall be subject to a mandatory minimum fine of $100 for each offense.

A. 
It shall be a violation of this section for the owner or operator of any motor vehicle or structure to allow such motor vehicle or structure to obstruct access to any walkway or sidewalk. No structure may be located or situated and no motor vehicle shall be stopped, parked or otherwise situated so as to block access to any entrance or access to any sidewalk or walkway.
B. 
Any person violating any provision of this section shall be guilty of a violation and upon conviction thereof shall be subject to a mandatory minimum fine of $100 for each offense. Every day's continued violation shall be deemed a separate and distinct offense and punishable as such.

No motor vehicles shall be operated or parked upon the roadways of the Village of Farmingdale unless a certificate of inspection, as required by the Vehicle and Traffic Law of the State of New York, is displayed upon the vehicle, or affixed to the registration certificate for the vehicle, as required by the Vehicle and Traffic Law of the State of New York and/or as may be required by the Commissioner of Motor Vehicles.

No motor vehicle shall be operated or parked upon the roadways of the Village of Farmingdale without first being registered in accordance with the provisions of the Vehicle and Traffic Law of the State of New York.

No person shall operate or park a motor vehicle on the roadways of the Village of Farmingdale unless such vehicle shall have, as required by the Vehicle and Traffic Law of the State of New York and/or as may be required by the Commissioner of Motor Vehicles, a distinctive number assigned to it and a set of number plates issued by the Commissioner with a number and other identification matter, if any, corresponding to that of the certificate of registration. Such plates shall be conspicuously displayed, one on the front and one on the rear of such vehicle, each securely fastened so as to prevent the same from swinging, and placed, whenever reasonably possible, not higher than 48 inches and not lower than 12 inches from the ground, unless the Vehicle and Traffic Law of the State of New York and/or the Commissioner of Motor Vehicles allows for only one number plate to be issued; in such instances, the single number plate shall constitute a set of number plates for the time in which such use is authorized by the Vehicle and Traffic Law of the State of New York and/or the Commissioner of Motor Vehicles, and such single plate shall be displayed on the rear of the vehicle and none shall be displayed on its front.

No person shall stop, stand or park any vehicle in any area designated as a place for parking for persons with disabilities unless the vehicle bears a parking for persons with disabilities permit issued pursuant to § 1203-a of the New York State Vehicle and Traffic Law or issued pursuant to any other New York State vehicle and traffic law, or unless such vehicle bears a registration for persons with disabilities issued pursuant to § 404-a of the New York State Vehicle and Traffic Law or any other New York State vehicle and traffic law and provided that such vehicle is being used for the transportation of persons with disabilities.

A. 
The Board of Trustees shall establish, from time to time, by resolution, requirements and fees for parking in the parking lots in the Village of Farmingdale.
B. 
A parking permit shall be required to park in railroad parking lots, employee parking lots or areas, lots with twelve-hour parking and any other lots identified by the Board of Trustees which require a permit.
C. 
Any vehicle used by a landscaper in the operation of its landscaping services shall be required to obtain a permit to operate, stop and/or park such vehicle in the Village of Farmingdale.
D. 
The permits described in this section shall be issued by the Village Clerk, subject to the approval of the Board of Trustees, in accordance with the rules, requirements, fees, applications and forms therefor approved by the Board of Trustees.
E. 
All vehicles for which a permit is issued, as set forth in this section, shall have conspicuously displayed on the rear bumper of the vehicle the distinctive permit issued by the Village Clerk and bearing the number of the license plate and the year for which the same shall be issued.

No person shall park, stop or leave standing a vehicle in an area or space set aside and identified by painting, signage or otherwise as a fire zone, fire lane or fire area.

No vehicle shall stop, stand or be parked in or in front of a public or private driveway, except that it shall be permissible for the owner, lessor or lessee of the lot accessed by a private driveway to park a vehicle registered to him/her at that address in or in front of such driveway, provided that such lot does not contain more than one dwelling unit and further provided that such stopping, standing or parking does not violate any other provision of the Code of the Village of Farmingdale or the Vehicle and Traffic Law of the State of New York.

No vehicle shall stop, stand, or park on any street, and no person shall stop, stand or park any motor vehicle in any area where official signs have been posted prohibiting, restricting or limiting stopping, standing or parking.

A. 
All areas where spaces are restricted to U.S. postal vehicles. Parking shall be restricted to U.S. Postal Service vehicles only, at all times. Parking of any other vehicles at any time shall be prohibited.
B. 
Incorporated Village of Farmingdale Fire Department lot. Parking shall be restricted to Village of Farmingdale Fire Department vehicles, the vehicles of Village officials and other Village authorized vehicles, at all times. Parking of any other vehicles at any time shall be prohibited.
C. 
Lot 3. Areas designated for Meat Market parking shall be restricted to Meat Market trucks and/or vehicles, at all times. Parking of any other vehicles at any time shall be prohibited.
D. 
Washington Street. In the 4 most southerly spaces on Washington Street, parking shall be restricted and be by permit only, at all times. Parking of any other vehicles at any time shall be prohibited.

A. 
No person shall stop, stand, or park a vehicle other than an electric vehicle within any space marked or signed as reserved for parking for electric vehicle charging only. Any vehicle parked within a space referenced in this paragraph shall be plugged in and charging. The vehicle must be removed from the parking spot within one-half hour of termination of the charging process.
B. 
Electric vehicles may be parked in any other space designated for public parking. Any electric vehicle parked in any other space shall be subject to the restrictions that would apply to any other vehicle that would park in that space.
C. 
The Board of Trustees shall by resolution establish those designated spaces which shall be reserved for electric vehicle parking while charging only as set forth in this section and shall establish those fees for electric vehicle parking, charging and idling (for the one-half hour after the termination of charging).
D. 
Notwithstanding any other provision of this chapter, the violation of any of the section or any part thereof shall be a violation, punishable by a fine not less than $250 nor more than $500, for a first offense; a fine of not less than $500 nor more than $750 for a second offense, both of which were committed within a period of five years, and, a fine of not less than $750 nor more than $1,000 upon conviction for a third or subsequent offense, all of which were committed within a period of five years.
E. 
If any clause, sentence, paragraph, subdivision, section or other part of this section shall for any reason be adjudged by any court of competent jurisdiction to be unconstitutional or otherwise invalid, such judgment shall not affect, impair or invalidate the remainder of this article, and it shall be construed to have been the legislative intent to enact this article without such unconstitutional or invalid parts therein.
