Every person in any occupation, trade, pursuit, business or
vocation or in the keeping or maintaining of any institution, establishment,
article or commodity specified in this Chapter shall procure and pay
for a license for the privilege of engaging in same within the City
of Carl Junction. The fee for such license shall be in the amount
hereinafter set out.

A. Every
applicant for a license under this Chapter in all cases where the
fee for the same is based upon gross inventory shall submit to the
City Clerk a sworn application therefor showing the true and correct
amount of the gross stock or inventory of the value of the goods on
hand at the commencement of business, or, in the case of application
for renewal of license, applicant shall show the amount of stock or
inventory on hand at the end of each quarter. The City Clerk shall
obtain an average of the stock or inventory on hand based upon the
quarterly reports, together with the records of the business which
correctly and accurately show the total stock or inventory on hand
for the last preceding calendar year. Such application shall not be
made public nor shall the information in same concerning stock or
inventory be used by the City or any officer or employee thereof except
for the purposes of establishing a correct basis for fixing and collecting
the amount of the license fees herein provided. Each applicant, under
this Chapter, shall include the name of the individuals owning and
operating the particular occupation, trade, pursuit, business or vocation
involved, and shall state whether operated as a sole proprietorship,
partnership, or corporation, and, if a corporation, the name of the
individual responsible for the operation of the same for such corporation,
and shall also state the trade name, if any, of such occupation, trade,
pursuit, business or vocation and the address where the same will
be conducted. All licenses shall be issued in the name of the party
or parties shown by such application to be the owners and operators
of such occupation, trade, pursuit, business or vocation. Every such
applicant shall, on demand of the City Clerk, and during reasonable
business hours, produce the books and records on which the applicant
bases the amount shown in such application as being the total gross
inventory or stock on hand with the applicant.
B. With
the exception of home occupations, the City requires that a business
application be posted on property ten (10) days prior to public hearing.
Anyone within one hundred eighty-five (185) feet of said business
can voice their opinion. The Board of Aldermen shall then vote to
approve or deny the business application.

The City Clerk shall prescribe the form of all licenses and
applications and shall sign all licenses. All information concerning
gross inventory and stock shall be placed on the license certificate
in such a manner that the part containing such information may be
hidden from view when the license is displayed.

No license under this Chapter shall be issued for a period of
more than one (1) year. In the discretion of the City Clerk licenses
may be issued for a half (½) year at one-half (½) the
license fee for the full year, subject to the remaining provisions
of this Section. The license year shall commence on the fifteenth
(15th) day of April and end on the fourteenth (14th) day of the next
following April. No license shall extend beyond the fourteenth (14th)
day of April, irrespective of when same was issued. Except in cases
where the applicant has originally been issued a license for a half
(½) year and is applying for license for the second (2nd) half
(½), if application for a license is made after the fifteenth
(15th) day of July of any year, the amount of the license fee shall
be three-fourths (¾) of the fee otherwise herein provided.
If such application is made after the fifteenth (15th) day of October,
the amount of the license fee shall be one-half (½) of the
fee otherwise herein provided. If application for a license is made
after the fifteenth (15th) day of January of any year, the amount
of the license shall be one-fourth (¼) of the fee otherwise
herein provided. All fees shall be payable in full in advance.

Every applicant for a license required by this Chapter who shall
carry on any occupation, trade, pursuit, business or vocation included
in this Chapter, in two (2) or more different places of business,
shall secure a separate license for each such place of business, and
shall also secure a separate license wherein they engage in more than
one (1) occupation at such address and location.

Every licensee under this Chapter shall post the license in
a conspicuous place in his/her place of business.

Except as otherwise provided in this Chapter, no license under
this Chapter shall be transferable from one (1) person to another,
except upon the sale of the business covered by this license including
the stock of merchandise, fixtures, and equipment; provided, that
liquor licenses shall not be transferable in any event. No license
shall be transferable from one (1) kind or type of occupation, trade,
pursuit, business or vocation to another type or kind. A license may
be transferred by the licensee from one (1) location to another upon
notification to the City Clerk and payment to the City Clerk of a
transfer fee of one dollar ($1.00) for making the transfer upon the
records of the City.

as otherwise indicated herein, the annual schedule of license fees
and classification of occupations, trades, pursuits, businesses and
vocations shall be as follows:
1. Amusement facility (pool table, bowling, coin-op): $25.00.
3. Auctioneers (per day): $25.00.
4. Automotive (sales, repair, body): $25.00.
5. Barbershop/salon/day spa: $25.00.
6. Bed-and-breakfast/short-term rental (VRBO/Airbnb): $50.00.
8. Contractors:
a. General contractors: $100.00.
b. All other contractors, including subcontractors: $75.00.
Excavating: $75.00.
Concrete finishers: $75.00.
Block and brick layers: $75.00.
Framers/carpenters: $75.00.
Electricians: $75.00.
Plumbers: $75.00.
HVAC installation and repair: $75.00.
Telephone installers: $75.00.
Cable TV/satellite TV installers: $75.00.
Insulators: $75.00.
Drywall installers and finishers: $75.00.
Painters: $75.00.
Roofers: $75.00.
Siding installers: $75.00.
Window installers: $75.00.
Guttering installers: $75.00.
Landscaping and lawn care: $75.00.
Carpet and flooring installers and refinishing: $75.00.
c. Contractors, including subcontractors, working without a license
will be subject to a late fee of fifty dollars ($50.00) in addition
to the annual fee as provided in the City fee schedule.
d. Construction industry sales: $100.00.
9. Fireworks stand (6-24 to 7-5): $25.00.
10. Flour and feed mills: $50.00.
11. Food and beverage truck: $25.00.
12. Home cleaning companies: $25.00.
13. Ice dealer retail: $25.00.
14. Internet service providers: $25.00.
15. Insurance/investment companies or representatives: $25.00.
16. Junk and salvage dealers: $25.00.
17. Laundry mat/dry cleaning: $25.00.
18. Liquor dealers (wholesale): $60.00.
19. Loan agencies or banks: $25.00.
20. Manufacturers: $25.00.
Every person who shall hold or purchase personal property for
the purpose of adding to the value thereof by any process of manufacturing,
refining or by combination of different materials, or shall purchase
and sell manufactured articles such as he/she manufacturers or uses
in manufacturing, is a manufacturer.
21. Merchants, retail:
Every person who shall deal in the selling to others at retail,
wholesale, or for the purpose of resale any goods, wares or merchandise
in any store, stand or place of business occupied for that purpose
within the City is hereby declared to be a "merchant," except as is
or may be otherwise provided by this Chapter or any other ordinance.
a. Non-qualified home-based business: $25.00.
b. Store, stand or place of business: $25.00.
22. Miscellaneous service providers: $25.00.
23. Mortuary/funeral homes: $25.00.
24. Peddlers (per day): $10.00.
26. Photographers (transient): $25.00.
27. Public utilities:
a. Telephone: 5% of gross receipts.
b. Gas: 5% of gross receipts.
c. Electric: 5% of gross receipts.
28. Publishing establishments, including newspapers: $25.00.
29. Real estate offices: $25.00.
31. Septic tank cleaning: $25.00.
32. Sewing alterations and fabric: $25.00.
33. Shows:
a. Circus (per day): $125.00.
b. Tent show (per week): $125.00.
c. Carnival (per week): $150.00.
35. Welders and machine shops (mobile/shop): $25.00.

Pursuant to Section 393.275, RSMo., and any and all other applicable
authority, the City shall maintain the tax rate of its business license
taxes on the gross receipts of public utilities without reduction
notwithstanding any periodic fluctuations in the tariffs of such utility
corporations or any notice thereof including, but not limited to,
notice sent under Section 393.275, RSMo.

Any person, firm, co-partnership, association or corporation
who or which shall engage in, or carry on, any trade, business, occupation,
calling, vocation or avocation in the City, herein required to be
licensed, without first having obtained and paid for said license,
or who or which shall violate any of the other provisions of this
Chapter, shall be deemed guilty of a misdemeanor, and on conviction
thereof, shall be punished by a fine of not less than one dollar ($1.00)
nor more than one hundred dollars ($100.00).

Evidence of Workers' Compensation Insurance prior to license
issuance. No license required under the provisions of this Section
shall be issued by the Finance Department to any person until such
person produces a copy of a certificate of insurance for workers'
compensation coverage if the applicant for the license is required
to cover his/her liability under Chapter 287, RSMo. It is further
made a violation of this Section to provide fraudulent information
to the department.
