The inhabitants of the City of Berkeley within the corporate
boundaries as they now are and may hereafter be fixed, shall be and
continue a municipal body politic and corporate in perpetuity under
the name of the "City of Berkeley".
The City shall have all powers granted to it by this Charter
and by the Constitution and laws of the State of Missouri.
The form of government provided for under the Charter shall
be known as a Council-Manager government. Pursuant to the provisions
of this Charter and subject only to the limitations imposed hereby
and by the Constitution of Missouri, all powers of the City shall
be vested in an elective Council. The Council shall appoint a City
Manager who shall execute the laws and administer the government of
the City.
