Such task forces shall perform the duties and function in accordance
with the regulations hereinafter set forth in this Part 3. Additional
task forces may be established in the future with respect to additional
or different goals or concerns, but such establishment shall take
the form of a duly enacted amendment to this Part 3.
Each of the aforementioned task forces shall consist of residents
of the Village of Homer Glen selected for their interest, fitness
and aptitude for working within the particular area of a given task
force, in such numbers as may be necessary to adequately conduct the
business of a given task force. The Village President shall appoint
the members of each task force with the advice and consent of the
Village Board. All task force members shall serve at the pleasure
of the Village President and may be removed at any time for such cause
as the Village President shall deem sufficient therefor. Any task
force member absent from more than three consecutive task force meetings
without informing the task force of the reasons therefor shall be
subject to removal therefrom by action of the Village President. Any
vacancy on any task force shall be filled by appointment as set forth
above.
Upon their initial appointment and thereafter at such times
as may be necessary, the members of the several task forces created
above shall meet, organize, elect officers, and adopt such rules and
regulations, and statements of scope and purpose, all as may be necessary
for the conduct of their business, all in compliance with the ordinances
of the Village and laws of the State of Illinois; provided, however,
that such rules and regulations, and statements of scope and purpose
shall be subject to the review and approval of the Village Board as
the Board shall require from time to time. Without otherwise limiting
the foregoing, all such task forces shall be subject to and comply
in full with the Illinois Open Meetings Act (5 ILCS 120/1 et seq.).
The several task forces herein created shall have the duty and
responsibility to investigate concerns arising in their respective
areas of interest, prepare drafts of legislation to address such concerns
or to otherwise promote the best interests of the Village with respect
to such areas, to recommend policies for the Village with respect
to such areas, and to undertake such other activities as may assist
the corporate authorities in transacting such items of business as
are encompassed within the above-mentioned enumerated areas. Additionally,
all task forces shall undertake such other particular duties and responsibilities
as the same may be assigned from time to time by the Village Board.
All actions of any task force established by this Part 3 shall be
advisory in nature, and shall not in any way be binding on the corporate
authorities of the Village or require them to take or refrain from
taking any action whatsoever in relation to the action or recommendation
of the task force.
