There
shall be a Purchasing Agent, who shall be the Borough Administrator.
The Purchasing Agent shall be the Director of the Purchasing Office
and shall enforce the purchasing policies and procedures of the Borough.
If the
Borough Administrator is not certified as a qualified purchasing agent
by the New Jersey Division of Local Government Services, then the
Mayor, with the advice and consent of the Borough Council, may elect
to appoint another employee or officer of the Borough, provided that
they are certified as a qualified purchasing agent, as the Borough's
Purchasing Agent. In this case, the Purchasing Agent shall receive
a salary as determined by the annual salary ordinance and resolution
and shall serve a term of office of one year from January 1 to December
31. The filling of any vacancies shall be for the remainder of the
unexpired term.
There
may be a Deputy Purchasing Agent and any number of Assistant Purchasing
Agents, as may be determined by the Mayor and Borough Council, appointed
from the ranks of Borough officers and employees, based upon their
qualifications, work experience and educational background, particularly
in the fields of accounting and purchasing. The Deputy Purchasing
Agent and any Assistant Purchasing Agents shall be appointed by the
Mayor, with the advice and consent of the Borough Council, and shall
receive a salary as determined by the annual salary ordinance and
resolution. The term of office for the Deputy Purchasing Agent and
Assistant Purchasing Agents shall be one year from January 1 to December
31. The filling of any vacancies shall be for the remainder of the
unexpired term.
